MINUTES <br />PLANNING COMMISSION <br />6/13/84 <br />Page 7 <br />ROLL CALL VOTE <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br />Commissioners Getty, <br />Commissioner Lindsey <br />None <br />Chairman Doherty <br />Innes, and Wilson <br />Resolution No. 2479 was entered and adopted approving Tract 5134 as motioned. <br />GP-84-1, City of Pleasanton <br />Application of the City of Pleasanton to amend the Land Use and Circulation <br />Element of the General Plan to eliminate West Las Positas Boulevard as an arterial <br />east of Santa Rita Road and to extend Stoneridge Drive from Santa Rita Road <br />to E1 Charro Road, and to change the land use designation of the western approximately <br />50 acres of the 156+ acre County owned " Staples Ranch" located at the southwest <br />quadrant of the intersection of I-580 and E1 Charro Road from "General and <br />Limited Industrial" to "Medium Density Residential." The Planning Commission <br />may recommend any action on this application deemed in the public interest. <br />A negative declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report and reviewed the history of the application. <br />Mr. Harris indicated that 400 people were notified of this hearing and that <br />one person in the Mohr-Martin area thought the matter should be continued because <br />tonight is graduation. The staff recommends that the Planning Commission open <br />the public hearing, take testimony, and continue the matter for the completion <br />of the North Pleasanton Improvement District Draft Environmental Impact Report <br />(NPIDDIEIR). <br />Commissioner Wilson asked about unbuilt Las Positas, north and south, consisting <br />of one tier, he indicated some people would want landscaping such as that which <br />Kaiser, Rhodes and Jamieson have. Mr. Harris indicated that the Industrial <br />General Plan Review Committee had reviewed the Staples Ranch. Commissioner <br />Innes had concern with staff calling the ranch 160 acres while the Industrial <br />General Plan review Committee call it 180. Mr. Harris explained that Mr. Oakes <br />has a 23 acre piece of the property and that the actual assessor's parcel map <br />shows the Staples ranch to be 156 acres. He said that the City's consultant <br />would be considering the 100+ acres on the eastern end of the Staples ranch. <br />This is a result of input from the Industrial General Plan Review Committee. <br />Commissioner Innes stated that when the General Plan Review Committee studied <br />this matter, it was considered to be 180 acres, and a recommendation was made <br />that the 20 acres to the west of E1 Charro be industrial and that the 160 acres <br />be medium and high density residential. If that recommendation was to take <br />effect, one might want West Las Positas to go further to the East. Staff feels <br />consideration of the western 50 acres only could be an interim solution. Commissioner <br />Innes felt that perhaps if the 50 acres went to residential a bad traffic situation <br />would result. Mr. Harris indicated that with 100 acres of high density residential, <br />West Las Positas would have to be wider than 60 feet. <br />
