MINUTES <br />PLANNING COMMISSION <br />6/13/84 <br />Page 4 <br />Tract 5188, Ralph Martin <br />Application of Ralph Martin to subdivide an approximately 42 acre site into <br />39 .parcels, ranging in size from approximately .36 acre to 2.75 acres, located <br />immediately north of the eastern terminus of Crellin Road. Zoning for the <br />property is PUD (Planned Unit Development)-Low Density Residential District. <br />Mr. Harris presented the staff report recommending approval of this subdivision. <br />Commissioner Wilson asked whether or not the 28' wide street was private or <br />public. Mr. Warnick indicated the street would be private. Commissioner Wilson <br />said he had thought that if it was a public street it would have to be 40'. <br />He then addressed emergency access in the event Crellin Road was cut off. Mr. <br />Warnick stated that the PUD was approved without that requirement. Mr. Warnick <br />and Mrs. Harris indicated that they couldn't recall any specific concerns of <br />the Fire Department concerning this. Commissioner Wilson felt it to be unusual <br />for one of the tracts to have emergency access and the other not. <br />The public hearing was opened. <br />Bud Martin, 2751 Crellin Road (lot 27 of the proposed tentative map), indicated <br />that he had read the staff report. He concurred with all of the conditions <br />except for the last page. He feels strongly that density should be dictated <br />by the rural area. Property lines are being made perpendicular to the grade <br />line. There will be less than one unit per acre. Mr. Martin objected to the <br />requirement of sidewalks because there will be no through street. He felt <br />that 36' street curb to curb would be in compliance with Ordinance 358 and <br />didn't wish the road width to be 40' because they are proposing rolled curb <br />and gutters. Emergency access is made easier by rolled curbs and gutters than <br />are vertical curbs. Commissioner Wilson asked if these were private streets. <br />Mr. Martin indicated that they are not. Commissioner Getty asked for clarification <br />regarding the centerlines. Mr. Martin explained. <br />The public hearing was closed. <br />Commissioner Lindsey agreed that there should be rolled curbs and gutters for <br />this project to maintain the rural atmosphere of the area. Commissioner Getty <br />felt the same way. Commissioner Lindsey asked staff to respond to the centerline <br />situation. Mr. Warnick stated that items of this nature are better described <br />and discussed between the developer and engineering staff vs. the Planning <br />Commission. <br />Chairman Doherty indicated to the City Staff that a chalk board would be beneficial <br />to the Commission. He asked staff to see what they could do about providing <br />this. <br />Mr. Warnick responded to the centerline issue by stating that there is no particular <br />problem working with a 36' rather than 40' wide road and the condition could <br />be worked out with the developer and staff. <br />-4- <br />
