MINUTES <br />PLANNING COMMISSION <br />6/13/84 <br />Page 3 <br />Mr. Warnick indicated that they are setting up a capital improvement program <br />for the area. <br />Commissioner Wilson asked about a 20' access easement for the Kottinger property. <br />Mr. Warnick explained that originally they talked about extending the road <br />for full vehicular access. City Council wanted it for emergency access only. <br />The public hearing was opened. <br />Art Dunkley, 205-F Main Street, Pleasanton, represented the property owner. <br />He congratulated the two new members of the Planning Commission. Mr. Dunkley <br />indicated that they agree to the conditions shown in the staff report. Staff <br />has been very cooperative and available to the applicant. They concur with <br />the change of condition number 34 as requested by the staff. The P.S.E. will <br />have a dual purpose and will be important for emergency access purposes. <br />Commissioner Wilson asked how wide Crellin Road was into this particular subdivision. <br />Mr. Dunkley indicated that Crellin Road will not extend through their project. <br />They intent to provide a security gate for the area and are responsible for <br />feathering Crellin Road. Commissioner Wilson asked why there was no emergency road providf <br />on the other map. They have a 28' road and there is no emergency <br />access or exit to that property. He asked why this wasn't worked out <br />between Dunkley and Martin. Mr. Warnick stated that staff analyzed this <br />situation as to whether or not there should be an emergency access. Commissioner <br />Wilson asked if there was any inexpensive way an emergency access road <br />could be provided between the two tracts. <br />Frank Belecky, 892 Madeira Drive, represented the Vintage Hills Homeowners <br />Association. They have a neutral position with regard to both Tract 5188 and <br />5189. Mr. Belecky indicated that his comments would cover both tracts. He <br />referred to access of the Vintage Hills area and the primary access is Vineyard <br />Avenue. He thanked the Planning Commission for their efforts in conditioning <br />projects on the completion of Bernal Avenue to Stanley Boulevard even though <br />it was not upheld at the Council level. The Vintage Hills Homeowners have <br />no objections to either Tract 5188 or 89. The traffic study recently done <br />addressed both of them. The quality of the projects is high. Their group <br />would support anything the City would like to do with regard to improving traffic <br />in the area. It is getting worse and worse all of the time. Developers in <br />the area have promised to support the homeowners in getting Bernal Avenue extended. <br />The public hearing was closed. <br />A motion was made by Commissioner Lindsey, seconded by Commissioner Getty that <br />Tract 5189 be approved subject to the conditions of the staff report modifying <br />number 34 as requested by staff. <br />ROLL CALL VOTE <br />AYES: Commissioners Getty, Innes, Lindsey, Wilson and <br />Chairman Doherty <br />NOES: None <br />ABSENT: None <br />Resolution No. 2477 was entered and adopted approving Tract 5189 as motioned. <br />-3- <br />.:, _, <br />
