MINUTES <br />PLANNING COMMISSION <br />6/13/84 <br />Page 2 <br />Commissioner Getty asked Mr. Harris to review subdivision and development signing <br />along the freeways. <br />Mr. Harris indicated that Planning Commission and City Council have indicated <br />concern regarding temporary signing along freeways. Some types of temporary <br />signing are allowed and others are not. The Design Review Board approved signs <br />for Hacienda Business Park at their meeting earlier in the evening but continued <br />their request for a large sign next to I-580 for a study to allow the Planning <br />Commission to look at the Code as it relates to temporary signing adjacent <br />to freeways with regard to real estate and subdivision signs. Mr. Harris <br />indicated that a report can go back to the Commission on July 11, 1984 and <br />asked that the Planning Commission initiate a change to the Ordinance Code. <br />The Planning Commission unanimously initiated this change. <br />Commissioner Wilson asked about a concrete reinforced fence recently constructed <br />on Abbie Street. Mr. Warnick indicated that the resident has been advised <br />that he is in violation concerning City right-of-way, height under the Zoning <br />Ordinance, etc. The Staff has talked to the City Attorney and they are working <br />with the property owner now. Commissioner Wilson asked if it was built without <br />a permit. Mr. Warnick stated he believed no permit was issued. <br />Chairman Doherty welcomed the two new members to the Planning Commission; John <br />Innes, regular member and Kaye Wellman alternate. He explained that they will <br />each serve on the Board of Adjustment and Design Review Board for six months <br />and then switch. Chairman Doherty stated that in the upcoming year every citizen <br />who wishes to be heard will be heard. He reviewed the procedure concerning <br />speaker identification and limiting comments to five minutes. He asked that <br />if there is a group spokesperson on a subject that the spokesperson speak for <br />the group in an effort to eliminate redundancy. <br />Chairman Doherty realized that there was some concern expressed with June 13, <br />1984 public hearings when it was graduation night but hoped that schedules <br />were rearranged where possible. Chairman Doherty spoke to the recent vote <br />of confidence of the citizens when they supported the action of the City Council <br />with regard to Measure A (April) and Measure K (June). <br />Tract 5189, Mutual Land Co. <br />Application of Mutual Land Company to subdivide an approximately 48 acre site <br />into 28 parcels, ranging in size from approximately .5 acre to 5.7 acres located <br />immediately south of the eastern terminus of Crellin Road. Zoning for the <br />property is PUD (Planned Unit Development)-Low Density Residential/Open Space <br />District. <br />Mr. Harris presented the staff report. He confirmed with the Commissioners <br />that they had received the proper Tract Map for reference. The proper plan <br />is the one with the building pads indicated on it. Mr. Harris further suggested that <br />with regard to Condition No. 34 the preamble be dropped inasmuch as this condition <br />should not modify the approved PUD but simply add a condition to the conditions <br />for the Tract Map. <br />Commissioner Lindsey expressed concerns with the water study taking place. <br />Mr. Warnick indicated that the City has a pretty good handle on what is required <br />and how it must be phased. <br />__ . , .. _ _. ~-___. ~._ .~_~.. _ _ _ _ _. w <br />
