MINUTES <br />PLANNING COMMISSION <br />4/25/84 <br />Page 8 <br />Commissioner Wilson felt that an opening onto Sunol Blvd. would be appropriate. <br />Messrs. Warnick and Harris addressed access to the project. <br />CommissionerWilson then addressed a swimming pool being so close to Bernal <br />Avenue and that he felt there would be problems policing its use particularly <br />during fair time. He felt this was a poor location for a swimming pool. <br />CommissionerLindsey asked why there would not be a left turn lane onto <br />Bernal Avneue. Mr. Warnick then reviewed the proposed circulation system. <br />Commissioner Wilson felt that there will be a lot of traffic being put <br />in the apartment complex and that Sunol Blvd. should be accessed. Mr. <br />Warnick then posted a rough map of the proposal and proposed circulation. <br />The public hearing was opened. <br />Fred Howell, 1476 Houston, Lafayette, partner of EVH, made a presentation. <br />He reviewed the clustered units. He indicated that each cluster would <br />have its own color scheme and that scheme would differ from the next cluster. <br />He stated that the building coverage would be 20.8% of the total land <br />area and landscaping would be 50.1%. They have drafted a contract and <br />submitted it to Peter MacDonald for review concrening their proposal. <br />He explained the negotiations with the City and County of San Francisco. <br />They concurred with the conditions suggested by staff except they asked <br />for more latitude with regard to condition number 7. After discussion, <br />Mr. Warnick suggested that "or provide an alternative plan to the City <br />for drainage" be added. The parties agreed to this. <br />Morgan Howell, 1625 B Street, Hayward, addressed this application, indicating <br />that the complex office would be on Bernal Avenue right next to the swimming <br />pool so that it would be policed. <br />Commissioner Wilson continued to express a great deal of concern with <br />the swimming pool being right next to Bernal Avenue particularly during <br />fair time. The applicant stated they could take the pool out of the entire <br />front area. Mr. Howell indicated his willingness to remove the pool <br />and replace it with landscaping. <br />Commissioner Wilson asked if the City and County of San Francisco agreed <br />to the road. Mr. Warnick stated that they are about to go to the PUC <br />for right of way but there is no agreement. <br />Jack Hovingh, 4250 Muirwood, supported the project and asked that 25% <br />of it be set aside for low income. The applicant indicated that they <br />will make 25% of all of the units regardless of phasing or size available <br />for low income housing. <br />-8- <br />
