MINUTES <br />PLANNING COMMISSION <br />4/25/84 <br />Page 4 <br />Commissioner Doherty asked Mrs. Barrious if she had looked at any other <br />locations or zoning districts for childcare. Mrs. Barrious indicated <br />that about the only place in town which allows childcare is in residential <br />areas. Commissioner Doherty asked if Mrs. Barrious had made contact with <br />the School District. She indicated she had but they used one available <br />site for their graphic arts department. <br />Commissioner Lindsey commented that perhaps the Code should change to <br />allow daycare facilities in commercial areas. Mrs. Barrious is against <br />a large daycare center. She did not believe that children receive. proper <br />care in such large facilities. <br />Cecilia Govenor, 240 Kottinger ~k43, spoke in opposition to the use. She <br />felt that with some seniors in wheelcharis, etc. it would be detrimental. <br />When children use the park they would be walking next to the bedrooms <br />of many of the residents. <br />Mrs. Hoff spoke again asking why the applicant didn't apply to the Lynnewood <br />Methodist Church or other facilities which now appear to be vacant. <br />Joe Barbado, 302 Kottinger, asked who regulates the use. Chairman Jamieson <br />indicated that the State regulates the use. <br />Mrs. McIntosh, 278 Kottinger Drive lives next door to 266 Kottinger Drive. <br />She felt the property was small and had concerns when winter comes because <br />of past flooding which included the flooding of the rear yard and garage <br />at 266 Kottinger. <br />The public hearing was closed. <br />CommissionerWilson asked if anything had been done about the drainage. <br />Mr. Warnick explained that the improvements made appear to be satisfactory. <br />After checking the City's Zoning Code, Mr. Harris indicated that childcare <br />facilities are allowed in the "P" (Public) and "R" (Residential) Districts <br />and also is allowed in some of the PUD (Planned Unit Development) zoned <br />areas. <br />Mr. Harris stated it is staff's suggestion that the use be reviewed in <br />one year and that if there are no problems it be administratively granted <br />for five more. Commissioner Lindsey asked if any use permits had been <br />allowed in residential areas where it was not occupied by a resident. <br />Mr. Harris indicated that the Ark is an example of this. <br />Commissioner Getty felt the use was appropriate for the location in which <br />it is proposed. She stated that in these days and times with two people <br />having to work there is a need for decent childcare. She was opposed <br />to children being put in a commercial area. Commissioner Getty indicated <br />surprise at the opposition to this application. Commissioner Getty pointed <br />out that there was also a great deal of opposition when the senior housing <br />units were to be put on Kottinger. <br />-4- <br /> <br />
