MINUTES <br />PLANNING COMMISSION <br />4/25/84 <br />Page 3 <br />Sue Graham, 5024 Woodthrush, Pleasanton, indicated that her son had attended <br />Sticky Fingers, the nursery school of Mrs. Barrious on Riesling Drive. <br />Mrs. Graham addressed her comments to the type of care that Mrs. Barrious <br />gives children. CommissionerLindsey suggested that the type of care is <br />not the issue and that the use of the property is. Chairman Jamieson <br />then asked that comments concerning this application be limited to those <br />dealing with the land use and not the care of children as this is not <br />the issue at hand. <br />Nancy Dunning, 924 Riesling Drive, supported the application of Mrs. <br />Barrious. She has been a social worker for the past 25 years and lives <br />next door to the applicant. She urged the Commission not to consider <br />the application of Mrs. Barrious on an emotional level but only subjectively. <br />She has no problems with the activitites of Mrs. Barrious daycare center <br />which is right next door to her at the current time. <br />Commissioner Lindsey stated that he has <br />having a daycare center in a home other <br />lives. He felt this became a commercial <br />a problem with regard to a person <br />than the home at which the person <br />use. <br />Commissioner Wilson asked if the County has given up supervision of daycare <br />centers. He has read a recent newspaper article where daycare centers <br />will be governed by the State. Mr. Harris indicated he had read the same <br />article. <br />Lori Herbert, 285 Kottinger Drive, stated that the traffic is heavy on <br />Kottin Drive particularly with regard to speeding. The Police Department <br />comes and chases down speeders and as soon as they leave the situation <br />returns. She hears squealing brakes all of the time, particularly near <br />the retirement homes. She did not want the property at 266 Kottinger <br />Drive to look like a daycare center and not a single-family home. She <br />asked about the play equipment, fencing and signing which would be allowed. <br />Mrs. Barrious then rebutted the comments about traffic inasmuch as she <br />has talked to the traffic engineer and the police deaprtment. Mr. Balch, <br />a police officer, indicated that "U" turns are all right and cited sections <br />of the code. Regarding walking to the park, they will have playground <br />equipment in their own yard and only picnic at the park occasionally. She <br />said she realizes that there is a petition with 83 signatures against <br />her application but there is a petition of 78 signatures in favor of her <br />application. Referring to the centers referenced by Mrs. Hoff, she stated <br />that the Hopyard Learning Center and the Ark are the two largest in Pleasanton <br />and cannot be compared to the use she proposes. She reiterated that <br />the traffic level is "A" on Kottinger and "C-D" on Vineyard Avenue. <br />Chairman Jamieson asked how many square feet were in the house. Mrs. <br />Barrious said about 1100 sq. ft., with one bathroom. The State would <br />require her to put in more for the children prior to her being allowed <br />to care for them. <br />-3- <br />__. __ .. _ _ _._ _ __ __ T <br />
