MINUTES <br />PLANNING COMMISSION <br />4/25/84 <br />Page 2 <br />Mrs. Barrious then referred to a packet of materials she had given out <br />to the Commission. The packet included a petition in favor of her proposed <br />use and letters from the Resources for Family Development. She stated <br />that this letter refers to the need for daycare in town and that the site <br />at 266 Kottinger is a good one because of park access, low traffic volumes, <br />etc. She stated that the City's traffic engineer has indicated the traffic <br />on the street is at Level of Service "A". <br />Commissioner Lindsey asked Mrs. Barrious if her proposal would be economically <br />feasible if she is unable to have the garage converted for her use. Mrs. <br />Barrious said she would probably be able to take care of 22 children instead <br />of 30. She said, however, the State of California has to come out and <br />measure the house and they determine the amount of space which can be <br />used for childcare. <br />Commissioner Wilsonasked how far the creek was from the edge of the garage. <br />Mrs. Barirous said the property is "V" shaped and wasn't sure of the dimensions. <br />CommissionerWilson asked if there was 20'. Commissioner Getty felt that <br />there are easily 20'. <br />Eric Hoff, 265 Kottinger Drive, presented a petition against the proposal <br />bearing 83 signatures and a letter from Mr. Balch one of the neighbors. <br />He represented a large number of people in the audience who are opposed <br />to the application and asked them to stand up. Avery large percentage <br />of the people in the audience stood acknowledging that they were in opposition <br />to the application of Mrs. Barrious. They have no problem concerning <br />whether or not Mrs. Barrious gives good care but did not feel the use <br />was inappropriate because of traffic during the peak hours and potential <br />disturbance of senior citizens in the senior housing units. The park <br />would have to be accessed by children going through senior housing or <br />on the pathway immediately surrounding it. He said the area facing the <br />creek has to be sandbagged every winter. He stated there is a blind <br />intersection which doesn't show up on the map shown to the Commission. <br />He felt that the residential zoning should be protected against a commercial <br />use. He objected to the use because of noise. He then discussed parking <br />in the area. He stated that even with recent improvements flooding in <br />the winter is a problem and could be hazardous to children. <br />Commissioner Lindsey appreciated the comments of Mr. Hoff in that children <br />would probably be walking through the retirement center to the park. <br />Sherry Hoff, 265 Kottinger Drive, stated that Mrs. Barrious assured her <br />there would not be over two cars in front of the house at any one time. Mrs. Hoff <br />stated she then travelled through Pleasanton reviewing the parking situation <br />at all of the nursery schools and daycare centers of which she was aware. <br />There was always cars and people coming and going at them. Commissioner Wilson <br />then asked Mrs. Hoff how many children were in those schools. Mrs. Hoff <br />did not know but would guess upward of 30+_. She indicated she also went <br />to Riesling Drive, without knowing the address of Mrs. Barirous, and was <br />able to tell by the parking the location of the nursery school.
