MINUTES <br />PLANNING COMMISSION <br />4/25/84 <br />Commissioner Doherty then stated that it has been brought to his attention <br />that Chairman Jamieson may not be replaced by the first meeting in May <br />and that Commissioner Doherty will not be present either. After further <br />discussion, it was stated that the Planning Commission will convene on <br />5/9/84 with three members if a new Commissioner has not been selected. <br />Chairman Jamieson asked how many people were in the audience to hear UP-84-14, <br />the application of Alberta Barrious for a conditional use permit for childcare <br />on Kottinger Drive. A large portion of the audience raised their hands <br />indicating that they are present for this particular public hearing. <br />The Chairman then announced that this case would be heard first. <br />NEW BUSINESS - Public Hearings <br />UP-84-14, Alberta Barrious <br />Application of Alberta Barrious for a conditional use permit to operate <br />a children's daycare facility for up to approximately 30 children at 266 <br />Kottinger Drive. Zoning for the property is R-1-6500 (Single-family Residential) <br />District. <br />Mr. Harris presented the staff report recommending approval. He indicated <br />that with regard to Mrs. Barrious daycare center on Riesling Drive, the <br />City has received no complaints and therefore has no reason to believe <br />that this same use on Kottinger Drive would not be carried on as well <br />as that one on Riesling Drive. Mr. Harris indicated that one thing which <br />must be answered is how many employees including administrators will be <br />at Kottinger Drive because this figure determines the amount of parking <br />required for the school. After the staff report was written the City <br />Attorney's office had questions as to whether or not parking could be <br />provided in the front setbacks. If there are more than two employees, <br />parking would have to be in the front setback or perhaps on the side if <br />the garage is converted. It has been determined that no parking is allowed <br />in the front setback area; therefore; two parking spaces in the garage <br />would have to be used and one at the side of the garage. The garage could <br />not be converted if she cannot provide sufficient parking. <br />Commissioner Getty questioned whether or not parking would be allowed <br />in the driveway. Mr. Harris indicated that you cannot park on the front <br />20' setback of the property. He stated the City Attorney has made this <br />opinion and he concurs with it. Commissioner Doherty asked if Mrs. Barrious <br />had two employees, she would have to have three parking spaces for them. <br />Mr. Harris stated that this is correct. Chairman Jamieson asked to see <br />a diagram. The Commission then reviewed the diagram. <br />The public hearing was opened. <br />Alberta Barrious, 932 Riesling Drive, presented her proposal.
