MINUTES <br />PLANNING COMMISSION <br />April 11, 1984 <br />Page 4 <br />Commissioners Wilson and Doherty indicated they could not attend a continued <br />meeting on Monday but it was decided that the matter could proceed with <br />three Commissioners in attendance. <br />GP-84-3, Cynthia Ostle <br />Application of Cynthia Ostle to amend the General Plan land use designation <br />of an approximately 10,000 sq. ft. site located at 1734 Santa Rita Road <br />(southeast corner of Santa Rita Road and Valley Avenue) from "Medium Density <br />Residential" to "Commercial and Offices." The subject property is zoned <br />R-1-6500 (Single-family Residential) District. <br />Mr. Harris presented the staff report recommending denial. Staff feels <br />that the integrity of the area would be changed by approving this general <br />plan amendment and this could have a potentially significant impact, therefore, <br />an EIR would be required. Commissioner Wilson asked if when this land <br />was condemned, the applicant was paid for the land. Mr. Harris said they <br />were. Chairman Jamieson asked who put the asphalt on the property. Mr. <br />Harris believed that the City paid for it but didn't know who did the <br />work. <br />The public hearing was opened. <br />Cynthia Ostle, 3832 Foothill Road urged approval of her application <br />for a general plan amendment. She reviewed the history of the structure <br />and the fact, that in her opinion, it is not fit for a dwelling unit. <br />The north side of the property has a soundwall, asphalt has been put in <br />the yard, Oleanders removed by an unknown person, and the front yard reduced. <br />This house is not part of Amador Estates nor the Jensen tract and is the <br />only one facing Santa Rita Road in the City. She stated that her house <br />is on an island and not part of any other development. Mrs. Ostle is <br />unable to get the amount of rent for the house that she gets for other <br />properties of a similar nature. She stated that at one time the disposal site <br />sign was facing her living room. <br />Commissioner Doherty asked how many bedrooms were in the house. Mrs. <br />Ostle indicated that it is a two bedroom, 1400 sq. ft. home with a large <br />country kitchen. Commissioner Lindsey asked if there was a backyard. <br />Mrs. Ostle indicated there is a patio and patch of grass. <br />CommissionerLindsey asked if the application was approved what use would <br />be proposed for the site. Mrs. Ostle said she would use it for office <br />space and a portion probably for a personal gallery (show room). <br />Chairman Jamieson asked how much money Mrs. Ostle received for the condemned <br />property in the front yard. Mrs. Ostle said she received an approximately <br />equal amount of property on the side and blacktopping was done. There <br />was no exchange of money. She didn't feel this proposal was any worse <br />than the ambulance service on Francisco Street. <br />CommissionerGetty asked if Mrs. Ostle lived in the house.
