MINTTTF.G
p? ~`i:iviNG COrINiISSiON
April 11, 1984
Page 3
Commissioner Wilson asked who was the recipient of the sales tax generated
by automobiles sold on consignment. Mr. Crowell explained that he charges
a flat commission rate for a 30 day period. There is an additional supplemental
commission when the auto sells. When it does sell they are required by
law to collect sales tax, DMV charges, etc. They are a licensed, bonded
dealer. Mr. Crowell stated that they have a blue and white sign in Dublin
and with City approval would like to use it in Pleasanton.
Commissioner Doherty asked if the sign is the reason they are using to
justify the blue colors proposed for the roof of the building. Mr. Crowell
said not necessarily. Commissioner Doherty asked Mr. Crowell if he has
met all other requirements. Mr. Crowell indicated that they have but
there are some things which they would like to change. The building is
ugly and hopes that in the next few years it can come down, but in the
meanwhile he would like to change some doors, etc. and is proposing to
take each issue one step at a time through the City. He explained that
they have looked at other colors for the roof, but the roof is large and
rusty. Blue seemed to have been a good color for it. He will do whatever
the Commission wants. He just wants to get on with business and cannot
store his cars in the building until after the painting has been completed.
Commissioner Getty asked if Mr. Crowell intended to use the entire facility.
Mr. Crowell is not sure at the present time. He indicated that there
are approximately 14,000 sq. ft. in the entire building. He plans on
using at least one-half of this at the current time. Commissioner Getty
asked the method for getting the vehicles into the building. Mr. Crowell
explained there are doors in the rear and front but manuevering is difficult.
He wants to make some changes to them.
Chairman Jamieson didn't want the roof of the building to be blue and
was concerned that since there appears to be rust on the roof that the
paint would probably have to have some rust preventtion additive in it.
He stated he was hoping that the owner would tear the building down and
asked the City Attorney if any restrictions could be imposed by the City
with this regard. The City Attorney indicated no such restrictions could
be imposed.
Commissioner Wilson didn't mind the off-white but didn't care for the
blue roof - he wouldn't mind a rust color.
Lori Scott Vintner, Pleasanton Downtown Association, indicated that they
are forming an improvement district for downtown which includes this portion
of First Street. They agree the structure should be torn down. However,
a color scheme worked out by the Chamber of Commerce and Downtown Association
will be proposed to the City in a month or so and so urged the Commission
to consider this scheme when approving paint for 4321 First Street.
Commissioner Doherty suggested that the matter be continued to 4/25/84
so that Mr. Crowell can meet with the Downtown Association concerning
the color scheme. Mr. Crowell asked that the Commission pick a color
so he could paint the structure and get on with business. He stated that
he is not even required to paint the structure but elects to do so. After
discussion with the Commissioners and Mrs. Vintner, Mr. Crowell agreed
to a continuance to Monday, 4:30pm so that he can meet with Mrs. Vintner
in an effort to have his color scheme conform to the proposal of the Downtown
Association,
-3-
-.--- _ _..__ _ . ~ _ _ .. __ _ _T
