He felt that perhaps if the traffic were taken between <br />rows of houses in the Crocker development the maneuvering would discourage <br />through traffic. <br />Commissioner Wilson discussed left-turn lanes from Stoneridge Drive and <br />West Las Positas. Mr. Swanson explained that the difference is that one <br />is a dual left-turn lane and the other a single left-turn lane. <br />Commissioner Lindsey felt that the traffic to Sports Park is at different <br />times of the day than the business at Hacienda Business Park. Mr. Swanson <br />indicated he agrees on the weekends but in the evenings, particularly <br />with flex-time and other traffic mitigating measures this would not be <br />the case. <br />Chris Kenzel, TJKM, 7741 Oak Creek Court, Pleasanton, was asked by Prudential <br />to evaluate proposal "D". Mr. Kenzel discussed this at length. <br />Jerry Kirsling, 4988 Mohr Avenue indicated he attended the 1979 public <br />hearings with regard to the rezoning of this property. He said there <br />were so many people to address the matter that the meeting was moved to <br />the Fairgrounds. He addressed the City Attorney and asked why why the <br />guarantee by the City Council is not legally binding. Mr. MacDonald <br />stated that it has been a long standing rule of law that you cannot bind <br />future City Council because of changing circumstances. Mr. Kirsling didn't <br />believe the cost of the bridge was a large concern and stated that the <br />fee is not large when you consider the safety of children. <br />Harvey Morgan, 4746 Sutter Gate Avenue, did not want to see kids walking <br />in the dark to the park or being dropped off at the end of Suttergate. <br />Commissioner Lindsey pointed out that the issue of emergency access has <br />not yet been addressed. Mr. Morgan stated that when emergency vehicles <br />use a high speed street as opposed to a low speed residential neighborhood <br />streets the difference in response time is seconds. <br />Larry Bartelson stated that the plan they submitted is better for the <br />entire City not just a particular neighborhood. <br />Dolores Bengtson, spoke for the Park and Recreation Commission, and stated <br />they would discourage any plan except that would funnel non-park <br />user traffic to Sports Park. <br />Pete Jacobson, Ballistic United, 6122 Allbrook Circle, wanted to have <br />access to the Sports Park without having other traffic use the park. <br />The public hearing was closed. <br />Commissioner Lindsey was concerned with the commitment the City made to <br />the neighboring residents five years ago. He favored a West Las Positas <br />entrance and taking chances mixing business and residential traffic. <br />Commissioner Wilson felt the commitment to the neighbors five years ago <br />was wrong. He preferred Plan "A".
