Co. of America for a revision to the Hacienda <br />Business Park Planned Unit Development (PUD-81-30) to expand the boundaries <br />of the park to the northwest to include an approximately 5.7 acre site bounded <br />by Hopyard Road, Owens Drive and Chabot Drive and to rezone that site from <br />I-G (General Industrial) to PUD (Planned Unit Development)-Commercial (CPD); <br />and to make the following changes to the land use and circulation designations <br />within the existing boundaries of the Park: (change the 3.466 acre site located <br />at the northeast corner of Chabot Dr. and Gibraltar Drive from Commercial <br />(CPD) to Garden Office (OGPD); change the 18.366 acre site located on the <br />northeast side of Stoneridge Drive immediately northwest of Tassajara Creek <br />from Industrial/Warehouse (IWPD) to Research & Development/Light Manufacturing <br />(IPD); change the 15.120 acre site located on the northeast side of Stoneridge <br />Drive between Tassajara Creek and West Las Positas Blvd. from Industrial/Warehouse <br />(IWPD) to 11.120 acres of Research and Development/Light Manufacturing (IPD) <br />and 4 acres of Public and Institutional; and change the 15.27 acre site located <br />at the southeast corner of the Hacienda Business Park from Industrial/Warehouse <br />(IWPD) to 12.677 acres of Research and Development/Light manufacturing (IPD) <br />and 2.6 acres of street right-of-way. <br />Mr. Harris presented the staff report recommending approval and stating that <br />the impacts of the business park will be less with this application. <br />Mr. Warnick stated they would like to make a minor change to Condition No. <br />9 to read as follows: <br />"That no building permit be issued for <br />5.7 acre site fronting on Owens Drive <br />Road and Owens Drive is completed." <br />development on any parcel on the <br />until the reconstruction of Hopyard <br />The public hearing was opened. <br />Jack Swanson, Prudential, reviewed their proposal. He indicated warehousing <br />will be eliminated which in turn eliminates truck traffic, decreases noise <br />on Hopyard Road, Stoneridge Drive and West Las Positas Blvd. He indicated <br />that they have agreed to lower the FAR from 37.7% to 34.2% coverage. This <br />will reduce the number of employees by 1,000, will reduce noise, and generally <br />have positive effects overall. <br />Michael Hogan, Earth Metrics, stated that the proposal also has the effect <br />of reducing the developable acreage because of the public use of Stoneridge <br />Drive and a certain amount of land being reserved fora water reuse facility. He felt that <br />the rezoning is consistent with the General Plan and the Growth Management <br />Element. The proposed changes would have no significant environmental impact <br />on any area. Noise will be reduced and it should be noted that noise mitigation <br />measures will take place despite the reduction because they are conditions <br />of approval. Commissioner Wilson asked Mr. Hogan if the changes will have <br />any relative effect on the sewer system.
