methodology would work; however, the final numbers are not known yet and are not <br />anticipated until spring 2007. <br />Vice Chairperson Hodgett stated that the RHNA review process has been very <br />complicated. She felt that Mayor Hosterman and Steven Bocian did an excellent job <br />representing the City and its interests. She noted that the emphasis on transit lines is <br />likely to have the effect of increasing Pleasanton's housing numbers. <br />Steven Bocian stated that there was considerable discussion on whether they would <br />include future planned transit stations or just existing transit stations. Mr. Bocian <br />indicated that the estimates included in the report, wh'eq applied to the regional number <br />that is currently in use, would imply that our next overall target should go down. At this <br />time, there is no indication on what the future number will be. 1-Iowever, ABAG keeps <br />implying it will be a much larger regional number. <br />Throughout the process, local staff proposed various adjustments to the methodology. <br />One was to consider an amended definition of the jobs/housing balance indicating that <br />perhaps a more appropriate goal is to ensure that housing is in close proximity to jobs <br />rather than housing being in the same city as jobs. This proposal was not accepted by the <br />committee. Staff also asked the committee to look at some of the impacts of gridlock. <br />There was some interest in this concept, but ultimately the committee did not accept it. <br />1~he concern is that if you are forcing housing in areas where you already have gridlock <br />you may be creating additional problems on the roadways. <br />Staff also had some interest in looking at the affordability levels as they pertain to certain <br />areas where it is more difficult to produce affordable dousing. The general sense is that <br />the cost of providing affordable housing in one community may be more than in another <br />community. The committee had some interest in the concept but did not accept this <br />recommendation. Mr. Bocian stated that it should be interesting to see how the big cities <br />handle this process. <br />Commissioner Stark stated that jurisdictions on this side of the hill will fare much better <br />than jurisdictions on the other side of the hill (e.g., Oakland, Berkeley, etc.). He asked if <br />any consideration was being given to existing growth control ordinances. Mr. Bocian <br />replied that the methodology does not include any assumptions regarding Local growth <br />control ordinances. Rather it is based on projections that ABAG makes based on land use <br />and related information obtained from individual cities. <br />Mr. Bocian stated that staff will be presenting a recommendation to the City Council at <br />the January 16 meeting regarding a response to ABAG. "1'he response will be sent to <br />ABAG by the January 18 deadline for receiving comments. <br />Vice Chairperson Hodgett feels that the large cities will have major concerns with the <br />likely formula results.
