Pleasanton apartments complexes. <br />Ms. Dennis stated that the voter-approved housing cap is an important factor relative to <br />the condominium conversion ordinance in that the requirement to produce affordable <br />units is a bigger burden on existing housing if the caps is in place. She suggested that it <br />might be good to have two separate recommendations or versions for the ordinance (one <br />assuming the housing cap, and one if the cap is eliminated). <br />Chairperson Harris noted that there is currently a law suit against the City relative to the <br />housing cap. The Commission discussed this issue. <br />Charles Clark, 409 Matthew Court, Pleasanton, addressed the Commission. He stated <br />that he feels the City Council is not looking for something as restrictive as the draft <br />ordinance proposed by the Housing Commission. His concern is that the requirements to <br />bring apartments up to current code requirements is prohibitive. He asked if the City <br />Council would be involved in the proposed workshop! Steven Bocian replied that it is <br />unlikely that the Council would take a direct role in the workshop. Mr. Bocian expressed <br />concern for the time element and recommended that the Commission stick to the original <br />plan for review. <br />Chairperson Harris closed the public hearing. <br />The Commission and staff discussed holding the workshop prior to the January l 8 <br />meeting or on the same night as the regular meeting. Staff indicated that the possibility <br />exists that there may be many issues raised at the workshop that staff would need more <br />time to review those issue. The Commission and staff decided to hold the workshop on <br />January 11. <br />It was moved by Chairperson Harris, seconded by Vice Chairperson Hodgett, to <br />schedule a workshop on Thursday, January 11, 2007, at 6:30 p.m. to discuss the <br />draft condomiuium conversion ordinance. Motion'carried unanimously. <br />Scott Erickson stated that staff will find a location for the workshop and will notify the <br />Commission when the details have been established. <br />D. Update Regarding the Regional Housing Needs Allocation (RHNA) Process <br />Steven Bocian introduced this item. He noted that staff is interested in the Commission's <br />feedback regarding the RHNA process. Staff is planning to schedule this item on the <br />agenda for the January 16 City Council meeting to soljcit feedback and comments from <br />the Council. He stated that the comment period established by ABAG ends on <br />January 18. From staff s perspective, no recommendation has yet been made. As noted <br />in the report, Mayor Hosterman has participated on the Methodology Committee and was <br />involved throughout the entire process.
