2. Increase housing opportunities for the homeless, mentally ill and people living <br />with HIV/AIDS. People who are homeless need affordable housing and support <br />services. The Plan calls for the creation of 15,000 units of supportive housing in <br />Alameda County over the next fifteen years. Examples of the plan strategies <br />include: <br />• Use existing resources such as CDBG and HOME funds to increase <br />affordable housing and supportive services. <br />• Increase the availability of subsidized housing vouchers and units. <br />• Expand the range of housing models operating in Alameda County to include <br />options ranging from intensely supported housing to fully independent <br />affordable housing. <br />Possible City Strategies: <br />• Consider funding housing projects that will assist in achieving the targeted <br />production goals in the City's Housing Element and HUD Consolidated Plan. <br />• Leverage use of existing funds (e. g. CDBG, HOME, City Lower Income <br />Housing Fund, City Grant Program). <br />• Continue support of affordable rental housing projects and programs (e. g., the <br />Tri-Valley Housing Scholarship Program and Bay Area Community Services / <br />Valley Support Services). <br />• Find and access untapped or new funding sources. Examples include the <br />County Mental Health Services Act (Proposition 63) and the Governor's <br />Homeless Initiative. <br />• Coordinate with new programs such as the County Behavioral Health Care <br />Services mobile outreach. <br />3. Deliver flexible services to support stability and independence. Support services <br />must accompany housing to help formerly homeless tenants be successful in <br />housing. Examples of the plan strategies include: <br />• Expand the availability of clinical services in Alameda County. <br />• Ensure coordination and accessibility of services. <br />Possible City Strategies: <br />• Participate in meeting with key stakeholders to assess and enhance <br />homeless service delivery system. <br />• Explore expanding financial assistance to community-based organizations for <br />support services and facilities to assist the homeless and at-risk populations. <br />4. Measure success and report outcomes. Mechanisms for measuring outcomes <br />are necessary to identify successful programs and target resources toward best <br />practices. <br />Page 3 of 7 <br />
