The Everyl Home <br />Plan represents a shift from managing homelessness to ending homelessness. <br />Implementation will require unprecedented levels of communication among <br />stakeholders. The development of a long-term leadership structure and <br />community support will be critical to implementing the plan over the next fifteen <br />years. <br />Possible City Strategies: <br />• Commission and staff can play an active, on-going role in the Plan's <br />leadership structure. <br />• Commit staff support to work collaboratively with the County and stakeholders <br />to implement the Plan and related City goals and priorities. <br />The Everyl Home Plan does not replace the Housing Element, which is still the primary <br />housing plan for the City and does not conflict with the City's HUD Consolidated Plan <br />both of which are used to develop the strategies as detailed above. The City's HUD <br />Consolidated Plan, which focuses on the allocation of CDBG funds, contains goals and <br />objectives that have been prepared in coordination with the Alameda County HOME <br />Consortium to address homelessness as a regional issue and has been a key vehicle <br />for the City to help assist its homeless. Therefore, the Consolidated Plan and the <br />Housing Element are integral to and a means towards furthering the Everyl Home Plan. <br />A summary of this effort is as follows: <br />Consolidate Plan <br />The City Council adopted the FY 2005-2009 Five-Year HUD Consolidated Plan in April <br />2005. The Consolidated Plan priorities for homeless and supportive housing needs are: <br />• Maintain, improve and expand (as needed) the capacity of housing, shelter and <br />services for homeless individuals and families including integrated healthcare, <br />employment services and other supportive services. <br />• Maintain and expand activities designed to prevent those currently housed from <br />becoming homeless. <br />• Build on inter-jurisdictional cooperation to achieve housing and homeless needs. <br />• Increase the availability of service-enriched housing for persons with special needs. <br />Applicable General Plan Policy <br />Homeless and special needs policies in the Housing Element of the General Plan <br />include: <br />Page 4 of 7 <br />
