MINUTES <br />PLANNING COMMISSION <br />Page 3 <br />PUD 83-17, Amador Associates <br />Application of Amador Associates for PUD (Planned Unit Devleopment)-zoning <br />and development plan approval for a 46 unit residential development project <br />on approximately 4.7 acres at 3780 Vineyard Avenue. Zoning for the property <br />is R-1-6500 (Single-family Residential) District. The Planning Commission <br />may recommend any zoning for the property consistent with the General Plan. <br />A negative declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report which addresses traffic concerns and <br />conclusions reached by recent traffic studies completed for the area. The <br />staff does not believe that this project will have a significant impact on <br />the traffic in the area based upon the recently completed traffic report. <br />He indicated it might be appropriate for Mr. Pang, author of the traffic report <br />to address this matter as it relates to traffic. <br />The public hearing was opened. <br />Lou Baldacci, Amador Associates, requested that they be able to address their <br />project prior to the traffic matters being discussed. He would like to speak <br />to the traffic as a separate matter. The Commission granted his request. <br />Mr. Baldacci presented an aerial photograph with an overlay showing their <br />project. He stated that the setback would be 35' for the paired single-family <br />units. That has been changed from the site plan. It gives a greater buffer <br />and nine more visitor parking spaces. The parking ratio has thus been changed <br />from 2.7 to 3 parking spaces per unit. The duplex units have two-car garages <br />and the parking ratio is 2 to 1 plus visitor parking of 18 units. They have <br />63% open space. They have agreed with the neighbors and are offering a six <br />foot high precast masonry wall along the property line. They will also be <br />provided a solid wooden fence. Regarding flooding, they have looked at the <br />recent rainfall with regard to Mavis and Ewing and have observed the conditions <br />described by the surrounding neighbors. They are prepared to review and work <br />on the drainage situation. They are also working with the surrounding homeowners <br />with regard to landscaping to provide evergreen types of trees. Mr. Baldacci <br />then presented elevations of their proposal. <br />Mr. Baldacci indicated with respect to density, parking and traffic, that <br />they have looked very hard at this situation and as a result have elimi ted <br />six units - their project would now consist of 40 units by converting the <br />six-plex on the northwest corner of the property to a four-plea and the eight-plex <br />on the southwest corner of the site to a four-plea. He felt that their project <br />with the proposed earthone colors, suggestions made by the staff and neighbors <br />taken into consideration, would be an asset to the community. <br />Howard Garrigan, 389 Mavis Drive, represented the residents of that street. <br />They have been working with the developer and expressing their concerns to <br />him. The area was single-family residential and they had hoped it would remain <br />that designation but they have been working with the developer to have some <br />,reasonable alternatives. They are happy to see the detached single-family <br />on the eastern boundary of the site. He indicated that Mr. Baldacci has indicated <br />they will be able to participate in the consideration of the landscaping, <br />CC&R's, etc. but would like this put in writing in the conditions inasmuch <br />as if the property or development were to change hands this would not be guaranteed. <br />-3- <br />._.. .. ...__.,_ .... _ _. ..._. _.. .T. _ _.. <br />
