MINUTE:; <br />PLANNING COMMISSION <br />February 8, 1984 <br />Page 8 <br />Mr. Combs, 3730 Camron, stated he is no hurry for the area to develop. He said one of these <br />days perhaps he would be interested in doing something but not at thepresent time. He felt <br />the entire issue was premature. <br />Rebuttal <br />Mike Cooper, stated they did have two meetings with Mr. Fezzari and Selway who felt they <br />knew the concerns of their neighbors. Plans were given them to take back to their neighbors <br />and thought the neighbors were informed. Chairman Jamieson asked Mr. Cooper how many <br />copies of plans were issued. Mr. Cooper said six plans were issued. Mr. Cooper said as <br />for the lot sizes the 19,740 and 19,570 sq. ft. lots can be adjusted to 20,000 sq. ft. <br />Mr. Selway, 2313 Martin Avenue felt the City was not looking at three PUDs, but five separate <br />ones. The neighbors of the area want houses facing Martin Avenue. Cul-de-sacs, deadends <br />are scary. They want a PUD with control. Commissioner Wilson asked Mr. Selway about cul-de-sacing <br />Martin Avenue. Mr. Selway said he wasn't going to address Martin Avenue at this time. <br />The public hearing was closed. <br />Commissioner Getty was concerned with the possibility that spot zoning and development <br />could occur in the area. Mr. Harris stated it is possible that the development of the 35 acres <br />could be done in phases. <br />Mr. Swift stated that no one can force property owners to come in with a plan that includes <br />everybody but the Planning Commission can design a plan. <br />Commissioner Doherty felt that it was both the intent of the Commission and City Council <br />that this project be as harmoneous as possible. It is difficult to get seven people to agree. <br />People are reluctant to participate in a land swap. He said some people feel the issue is <br />premature and others are for it. Communcation problems develop between people. He felt <br />the issue is right back where it was in July. He couldn't support this plan tonight as in his <br />opinion the project has to flow. <br />Commissioner Getty did not feel the proposal was aesthetically pleasing . She understands <br />the hard work of Bissell & Karn but could not support the application. <br />Commissioner Wilson didn't feel that one would ever get seven people together, but didn't <br />like those straight through streets. He said to summarize concerns spoke, the people of <br />the area don't want the street widened, don't want curbs and gutters, don't want the streets <br />to deadend. If West Las Positas deadends than Martin Avenue should deadend. <br />Commissioner Lindsey would like to have one of the lots on Cartlidge's property eliminated <br />and the remaining lots made larger. He would like the rural atmosphere maintained with <br />no curbs, gutters. He indicated he would support rolled curbs. <br />Commissioner Wilson felt that the plan should indicate the orientation of the houses. <br />Chairman Jamieson stated that all of his comments have been made by the other Commissioners. <br />He, however, did not like the street layout and couldn't support the plan. He realized that <br />it is difficult to get so many people to come to agreement and appreciates the work that <br />has already been done. He felt that there is no hurry to approve a plan in the area and that <br />a better plan could be presented. <br />-8- <br /> <br />
