MINUTES <br />PLANNING COMMISSION <br />February 8, 1984 <br />Page 6 <br />Commissioner Getty stated that if the five property owners of this proposal bear the expense <br />of the road that Combs and Skinner would benefit from the improvements without financial <br />obligation. She asked if Mr. Cooper understood Condition No. 2 relating to the siting of <br />the homes. He said he did. Mr. Harris stated that perhaps houses sited diagonally would <br />be appropriate as it would be possible to have the house entrance on one side but designed <br />in such a manner that the homes would make a statement toward Martin Avenue. Commissioner <br />Getty had a concern that three years from now the condition would be unclear. Commissioner <br />Lindsey felt that the orientation of the houses faci ng Martin should be reviewed by the Planning <br />staff. Commissioner Wilson felt that the wording should incorporate 'subject to the Planning <br />Directors approval prior to issuance of a building permit.' Mr. Cooper felt the property owners <br />would agree with that. <br />Mr. Swift addressed the orientation of the houses and that the front of the house determines <br />what the sideyard setbacks and fences would be. All homes on Martin Avenue are on corner <br />lots except one. Even with homes being very attractive, it wouldn't help the planning staff <br />in determining setbacks. <br />Bill Skinner, 3715 Mohr Avenue, just received a copy of the plan yesterday. No one contacted <br />him to meet with the other property owners. He indicated that the creation of cul-de-sacs <br />would effect 95% of his property and properties of others. He said he doesn't want to live <br />in a typical residential subdivision. He felt the development proposal was premature, particularly <br />with lack of sewer and other utilities at the current time. He then went to the illustrative <br />on the wall and reviewed his concerns. Commissioner Wilson asked why the street couldn't <br />be run straight through forgetting the Skinner property. Commissioner lindsey asked if Mr. <br />Skinner would object to coming off of Mohr Avenue with basically a through street from Mohr <br />to Camron. Mr. Skinner said he has no objections to this. <br />Commissioner Getty stated what everyone is trying to achieve is an aesthetically pleasing <br />development with meandering streets. Chairman Jamieson stated the plan shows everything <br />in a straight line. Commissioner lindsey then asked Mr. Skinner if he would object to a road <br />from Mohr/Martin to Camron as shown on the plan. Mr. Skinner said he would object at the <br />present time. He would like to retain the country atmosphere of the property. He felt it <br />was a long way off before the utilities would be feasible and these plans are premature. <br />John Montgomery, 3800 Trenery Drive, stated he felt as Mr. Skinner does, i.e., the plan is <br />premature. He spoke to the Mohr/Martin Study which was done for the area which was recommended <br />for adoption by the Planning Commission and endorsed by City Council. That report stated <br />one acre minimum, but they range from one-half to three-fourths to one acre lots in this <br />development. He stated that the proposed development is not what any of the neighbors <br />had envisioned. He stated the property owners had asked for minimum of 30,000 sq. ft. <br />lots and now the applicants are asking for one-half acre PUD. He is not happy with the circulation <br />plan. He indicated that they had asked for 30,000 sq. ft. lots and somewhere along the line <br />the lots were approved as one-half acre. <br />Commissioner Getty pointed out that the development is well within the guidelines set for <br />by PUD-Low Density Residential. Mr. Montgomery realized this but didn't agree with it. <br />Dave Gonsalves, 2215 Martin Avenue, was opposed to the development. He was concerned <br />with lots on Martin Avenue and their orientation. He said they were told by the County Supervisors <br />the property would be five acre lots not one-half acres. He urged that the street be deadended. <br />He did not wish Martin Avenue to be widened. Commissioner Wilson stated that the plan <br />shows Martin Avenue to be widened. Mr. Gonsalves stated that the citizens do not agree <br />with the engineers recommendations.
