MINUTES <br />PLANNING COMMISSION <br />February 8, 1984 <br />Page 5 <br />Commissioner Lindsey asked if Martin were to be deadended if it would still require widening. <br />Mr. Warnick stated this is a major circulation route into the area & would require widening. <br />Chairman Jamieson asked about the fact that all of the homeowners in the area couldn't agree <br />on this proposal. Mr. Harris explained that the City can rezone property on its own initiative, but <br />to this point this has been done on a voluntary basis in this area. He suggested that perhaps Messrs. <br />Skinner and Combs could explain the reasoning for their lack of participation in this project. <br />Chairman Jamieson asked if the development has sewage capacity. Mr. Harris said it doesn't <br />and won't have until they have development plan approval and other processing completed <br />for it. Mr. Harris explained that this could not be done in 1984 as the allocation has already <br />been made. The development would probably wait for the Kamp development prior to getting <br />serious concerning the actual development. Mr. Warnick explained that the utilities are all <br />tl:e way to Santa Rita Road. <br />The public hearing was opened. <br />Chairman Jamieson asked everyone to limit their comments to five minutes and that three <br />minutes would be allocated for rebuttal by each side. <br />Mike Cooper, Bissell & Karn, Engineer, presented the proposal. He thanked the staff for <br />their cooperation. He indicated that the Fire Department has expressed concerned if someone <br />was parked illegally on Martin Avenue, access would be difficult. He stated this has been <br />addressed in their plans. They have designed the lots to prevent any houses from backing <br />onto Mohr and Martin Avenues. He stated that the utilities will likely come through the <br />Kamp development. The property owners are aware of the sewer permit situation. They <br />understand they may have to make direct connections if the Kamp property doesn't develop. <br />They are hoping a benefit district of some kind will be formed. Several months ago they <br />approached Messrs. Skinner and Combs to enter into an engineering agreement for participation. <br />These gentlemen declined. He stated that if Messrs. Combs and Skinner would not agree <br />to the access required by the Fire Department the streets would have to be adjusted. Commissioner <br />Lindsey asked how one would prevent the emergency road from being used by others. Mr. <br />Cooper said it would be built for emergency access only but nothing would prevent others <br />from using it. He indicated that the circulation pattern was reviewed by the Engineering <br />Department of the City. He indicated that a previous drawing of the proposal was more innovative <br />but involved landswapping and there were problems getting everyone to agree on this. Further <br />the people he represents do agree with the conditions imposed on the staff report. Regarding <br />Condition No. 2 he has discussed this matter with Mr. Harris and it is his understanding that <br />a requirement will be to have all homes even if sited diagonally to present an attractive <br />elevation to Martin Avenue. The property owners would like to retain flexibility with this <br />regard. The homes will be custom-built and he is sure all of the homes will have an attractive <br />elevation. Concerning Condition No. 21 and a traffic signal at Trenery the property owners <br />are concerned with the cost and asked how this would be assessed to the property owners. <br />Mr. Warnick stated that the cost of the contribution required would depend upon traffic generation <br />of project. <br />Mr. Cooper then concluded by stating they have been in many meetings with the property <br />owners concerning the proposed development. He stated that some people want larger lots <br />and others smaller. There are economic considerations. He felt they, perhaps, could have <br />presented a more innovative plan with participation by Messrs. Skinner and Combs. He urged <br />approval of this proposal. <br />-5- <br />
