Minutes <br />Planning Commissic. <br />12/11/85 <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Hoyt that the findings contained in the "Proposed <br />Environmental Impact Findings" are made, to include modifications <br />to reflect the revised conditions of approval, and that the <br />following actions be recommended: <br />1. That the General Plan not be changed with respect to <br />east of Foothill Road but that the area below 670 feet <br />elevation be changed to Low Density Residential <br />2. Rezoning the 316 acre site to PUD (Planned Unit <br />Development) District <br />3. The Planning Commission and Park and Recreation <br />Commission shall meet to determine whether or not there <br />shall be park access and where it would be placed, with <br />the project conditioned require a staging area-trail if <br />one is selected be included in the final development <br />plan. <br />4. That the screen planting in the upper bench area option <br />incorporated in the latter portion of staff <br />recommendation 5(b) be required rather than elimination <br />of any lots. <br />5. That conditions of approval be as shown in the staff <br />report with the following modifications and/or <br />additions: <br />a. Condition No. 5: remove the word "eliminate" and <br />substitute the word "minimize." <br />b. Condition No. 6: change "30 ft." to "35 ft." <br />c. Condition No. 22: Eliminate "and for Bernal Avenue <br />from Foothill Road through the I-680 intersections." <br />d. Condition No. 23 shall now read as follows <br />That a twenty (20) ft. landscaped strip designed to <br />reflect a rural character be installed and <br />maintained by the homeowners association, said <br />landscape plan to be proposed at the time of <br />submittal of the final development plan for approval <br />by the City. <br />e. Condition No. 30 shall now read "That all buildings <br />located outside the 5 minute response time or within <br />a high fire hazard area include fire mitigation <br />measures as determined by the Fire Chief. <br />f. Add Condition No. 31 "That, upon recordation of the <br />final subdivision map, the developer shall offer to <br />sell to each of the three presently existing <br />homeowners whose lots abut Lots 31 and 32 on the <br />proposed site plan a 20-foot strip of land abutting <br />each of the three lots.
