Minutes <br />Planning Commissic <br />12/11/85 <br />City Council and (3) have the development have 80 custom home <br />lots (4) he would support the project as proposed on the east <br />side of Foothill as amended reducing the townhouses by 7 units <br />and adding two additional custom lots. He supported the <br />landscaping and fencing along Foothill Road vs. homes facing <br />Foothill Road. making the project face inward vs outward. He <br />supported the townhouse concept. Commissioner Innes asked <br />Commissioner Lindsey if he felt comfortable allowing two story <br />houses on the property. Commissioner Lindsey said he would <br />support a condition requiring custom lots come before the Design <br />rEview Board and they can be controlled in this manner. <br />Commissioner Michelotti felt the Commission was hedging on the <br />park access. She would like to see this go before City Council <br />with a strong recommendation access be found. She noted that the <br />developer and staff feel the original plan for access is still <br />the best. She expressed concerns with a visual impact resulting <br />from the development. She would like screening to be done and <br />trees planted when feasible. She definitely wanted to see the <br />homes come before the Design Review Board. The concept of having <br />the custom lots have grading conforming to the natural hillside <br />is very important. She didn't have a problem with two story <br />homes and stated that perhaps this would even help preserve the <br />open space. She felt that the area is in a scenic corridor and <br />wanted it protected. <br />Commissioner Hoyt felt park access to be extremely important <br />Commissioner Innes supported a joint meeting for a study of park <br />access. He expressed some concerns with density on the east side <br />of Foothill Road but would support a majority decision. <br />Chairman Wilson stated that he felt the City should be <br />responsible for policing the access and staging area of the City <br />park. If for some reason they cannot handle this, then they <br />should lose the park access. Chairman Wilson did not go along <br />with the concern of a Scenic Corridor. He felt it worked one <br />way. <br />A motion was made by Commissioner Innes,seconded by Commissioner <br />Hoyt certifying that the Planning Commission has reviewed and <br />considered the information in the final EIR proposed for the <br />project and has determined it to be complete and in compliance <br />with CEQA. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Innes, Lindsey, <br />Michelotti and Chairman Wilson <br />NOES: None <br />ABSENT: None <br />ABSTAIN: Commissioner Wellman <br />Resolution No. 2731 was entered and adopted certifying the EIR <br />proposed for the project as complete and in compliance with the <br />California Environmental Quality Act (CEQA). <br />- 7 <br /> <br />
