Minutes <br />Planning Commissio, <br />12/11/85 <br />PUD-89-12, Falcon Development <br />Application of Falcon Development Company for rezoning from nA~~ <br />(Agricultural) to PUD (Planned Unit Development) District and for <br />development plan approval for a 158 unit residential development <br />on approximately 21.8 acre site located at the eastern terminus <br />of West Las Positas Boulevard. <br />Mr. Swift presented the staff report indicating that Condition <br />No. 6 can be changed to "That an alternative emergency access <br />roadway acceptable to the Director of Public Works ...."; <br />Condition No. 16 can be changed to reflect one quarter of the <br />cost of the bridge not to exceed $150,000 as opposed to $300,000; <br />and that Condition No. 20 be modified to now read "That the <br />developer take action necessary within the tract to remove the <br />property from the special flood hazard area (Zone A) as shown on <br />the Flood Hazard Boundary Map of the City of Pleasanton". <br />Commissioner Innes asked about fill being brought in from <br />Pimlico. Mr. Swift stated it would be a little shorter that West <br />Las Positas but the best way would probably be to use E1 Charro <br />and across the Staples Ranch area. This would be tough, however, <br />to try and achieve. Commissioner Innes felt it would be cheaper <br />to construct a one-half mile road for a haul route from the <br />eastern side of the property. <br />The public hearing was opened. <br />Bruce Herrington, Falcon Development, accepted most of the <br />conditions recommended for approval except for Conditions No. 6 <br />and 16. <br />Harvey Levine, appreciated that the proposed modifications of <br />staff to Conditions No. 6 and 15 but felt further modifications <br />are required. He did not feel it was appropriate to have this <br />development construct a bridge as this development would not <br />generate sufficient traffic to warrant it. George Oakes has <br />already paid for one-half of that bridge. They realize a bridge <br />is necessary somewhere across the arroyo, but they will be paying <br />$700-800 per unit as part of their long term agreement and <br />believe funds needed can be taken from these fees after they are <br />paid. He did not feel an additional amount of funding is <br />necessary or appropriate from Falcon Development. <br />Larry Bartelson, MacKay & Somps, represented Falcon Development. <br />He reviewed the water line proposed and indicated they agree to <br />participate in the cost of this. He did not believe a temporary <br />emergency access road complete with shoulder's etc. should be <br />required of this development. The cost to complete this would <br />involve a lot of dollars as well as the use of a five acre parcel <br />from the County. <br />Richard Martin, 3440 West Las Positas (corner of Martin Avenue) <br />asked why the bridge couldn't be further east.
