Minutes <br />Planning Commission <br />12/11/85 <br />intercept some easterly Fairlands traffic and divert it to <br />Stoneridge Drive in order to reduce West Las Positas traffic. <br />The public hearing was closed. <br />Chairman Wilson agreed with comments of Mr. Levine regarding the <br />bridge. Art Dunkley was not made to pay for a portion of it when <br />his development (further west) was done. <br />Commissioner Innes wanted to know how to justify how much to <br />charge the developer for growth management fees and/or bridge. <br />Mr. Swift stated that growth management fees are based upon a <br />negotiated agreement. The requirement of the bridge is based on <br />traffic studies predicted traffic volumes. Chairman Wilson <br />expressed concern with how much thought went into the prediction <br />of the cost of the bridge and contribution by the applicant. <br />Commissioner Lindsey was not convinced the Martin Bridge is <br />necessary. He felt the cost of the bridge could be dealt with at <br />growth management allocation time. <br />Commissioner Wellman asked staff to respond to the emergency road <br />and the reasons why it would be needed. Mr. Swift indicated <br />staff has a concern with so many residences on one street. <br />Staples ranch won't develop for a long time. West Las Positas is <br />wide until it gets to this property. Emergency access is needed. <br />Mr. Okamura responded that a 14' emergency road is not intended <br />to be used as a two-way road and supported its requirement. <br />Chairman Wilson asked the type of construction that would be <br />required for the road. Mr. Okamura explained. <br />Chairman Wilson asked what kind of section would be necessary on <br />the emergency access. Mr. Bartelson indicated the specifications <br />of the sections required. The cost would still be over $130,000 <br />including the water line with the cost of the 8" water line being <br />about $28,000. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Wellman that the negative declaration prepared for <br />Case PUD-84-12 be adopted inasmuch as project approval would have <br />an insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners <br /> and Wilson <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Hoyt, Innes, Lindsey, Wellman <br />Resolution No. 2737 was entered and adopted recommending approval <br />of the negative declaration prepared for Case PUD-84-12 as <br />motioned. <br />- 15 - <br />_ ... __.._. , .,_ __ _. _ ..~-__ ___.._. _ _ __ _ T <br />
