Minutes <br />Planning Commissio. <br />12/11/85 <br />conceptual decision as to West Las Positas vs Stoneridge Drive <br />for east-west use. <br />Marvin Murphy, Kaiser Sand and Gravel, agreed with the comments <br />of Mr. Fairfield. He said no studies have been made regarding <br />the best routing, best intersection or land use. <br />Bill Tower, 4509 Lin Gate, felt the matter should be postponed <br />because of so many unanswered questions. <br />Bill Selway, 2313 Martin Avenue, read a letter from Mr. Fazzari <br />against the proposal. Mr. Selway had traffic and circulation <br />concerns with the proposed General Plan amendment. He further <br />felt connection of Stoneridge Drive to Martin would ruin the <br />rural character of the area. The overall plan of the entire area <br />bothers him. There are so many things to be considered in this <br />matter such as land use and other factors. <br />Herb Singleton, 2207 Martin Avenue, referred to the EIR where an <br />exhibit by Al Dutchover shows a road going through the Fazzari <br />property. He didn't know how any decision could be made tonight. <br />He felt that with West Las Positas increasing in size from four <br />lanes to six lanes, this is a 50% increase. He further felt that <br />such a roadway would cause traffic from other areas such as is <br />the case on the frontage road heading to Hayward-Castro Valley. <br />People use it to avoid freeway congestion. <br />Robert Santos, 3017 Melbourne Court, spoke in favor of the <br />east-west connector being the extension of Stoneridge Drive <br />because it would have less impact - West Las Positas has a <br />greater number of homes fronting on it. <br />Al Wiemken, Mohr/Martin Area, mentioned that when the Stoneridge <br />Drive Extension was initially discussed at the June 13, 1984 <br />Planning Commission Meeting, per their suggestion, he wrote a <br />letter to Mr. R. J. Harris, Director of Planning, stating some of <br />the concerns if Martin Avenue is extended from the proposed <br />Stoneridge Drive into the low density Mohr/Martin Area. He also <br />included emergency response studies for various routes and <br />information from meetings he had with Fire Chief J. B. Hill and <br />Police Sergeant M. E. Stewart. This and additional information <br />has been included in the EIR, pages 34-42. <br />Mr. Wiemken expressed his concern of potential traffic and <br />resulting noise pollution levels if Stoneridge Drive is made a <br />six-lane high-capacity parallel freeway route within an area <br />which the Residential Review Committee recommended be medium <br />residential with some high density areas. <br />He asked why couldn't Santa Rita Road and I-580 be clover-leafed <br />to help eliminate traffic congestion in the Pimlico/Santa Rita <br />Road area? <br />Commissioner Michelotti asked Mr. Wiemken if he had his choice, <br />where would he place a Pleasanton-to-Livermore route? He felt <br />his first choice would be along the north side of I-580 which <br />- 12 - <br /> <br />
