Minutes <br />Planning Commissio. <br />12/11/85 <br />auctioned in 1984 subject to City approval of development, the <br />property reverted back to the School District and now the <br />applicant has purchased it. <br />Commissioner Lindsey asked about the setback between the existing <br />homes on Whiting with regard to the proposed homes. Mr. Mix <br />indicated they are separated by a 6 ft. fence and 5 ft. landscape <br />strip. The 30 ft. side access easement includes the landscaping <br />strip. <br />Commissioner Innes asked if the emergency access and turnaround <br />has been reviewed by Police and Fire. Mr. Swift indicated Police <br />and Fire have indicated they are satisfied with this. Mr. Mix <br />interjected that they had met with the Fire Department and there <br />were no problems other than the Fire Department asked for a fire <br />hydrant. <br />Jim Gallegos, 614 Abbie Street, presented a petition concerning <br />this development. He stated that Messrs. Mix and Manning have <br />worked with the neighbors. The quality of the project is not in <br />question. The residents have enjoyed the open area for some <br />time, and of course, would like it to continue. They would <br />prefer to see three homes instead of four. He also expressed <br />concerns with the setbacks and asked that the project be <br />redesigned for three homes.. <br />Commissioner Lindsey pointed out that the size of the lots are <br />almost the same size lots as those in Old Towne. <br />Commissioner Hoyt didn't feel it proper to reduce the size of the <br />development by 25%. He walked the property and felt the <br />developer has done a good job in laying out their proposal. Mr. <br />Gallegos acknowledged that the developers have done a good <br />professional job but he would still like to see the project <br />reduced by one home. <br />Commissioner Innes, after reviewing the petition, indicated that <br />the people who signed it didn't indicate they wished to have the <br />number of homes reduced from four to three. They didn't indicate <br />they support anything. <br />Ed Mills, 435 E. Angela, Street addressed traffic concerns on <br />Angela Street. He indicated any development would add to this <br />already bad situation. <br />Cheryl Lincoln, 539 East Angela Street, stated the developers <br />have done a good job in meeting with the neighbors. The streets, <br />however, are narrow. She addressed Condition No. 9 referring to <br />view easements and asked how their view would be protected when <br />the trees planted matured. Mr. Swift indicated the City could <br />enforce violation of view easements if properly conditioned. <br />The public hearing was closed. <br />Chairman Wilson indicated that the property is Medium Density <br />Residential and the School received their money based on this. <br />- 10 - <br /> <br />
