Minutes <br />Planning Commissio <br />November 26, 1985 <br />Commissioner Innes made reference to the EIR, Exhibit "L" <br />regarding the geological zone. Mr. Seeley reiterated that this <br />information is preliminary and will become more site specific as <br />the project evolves. The material furnished is meant to be used <br />as a guideline. <br />Ted Fairfield introduced Donna Turman, Executive Director of the <br />Walter Johnson Foundation who described their charitable motives <br />of this non-profit corporation. There are four members of the <br />Johnson family on the Board of Directors and two non-family <br />members. There are no individual profits to gain from the <br />development of the Johnson ranch. She then reviewed the details <br />of the grants given by the Johnson Foundation. She explained <br />that maintaining the property as ranch land is not economically <br />feasible given the cost of the property taxes and other expenses <br />involved in maintaining such a ranch. Commissioner Innes did not <br />understand how members of the Johnson family would not gain any <br />profits when they owned the property. Ms. Turman explained the <br />legal constraints of the Johnson Foundation. <br />Dr. Howard, Long, 9933 Longview La <br />(because of previous testimony) tc <br />being mitigated. She had no concern with the visible impacts -- <br />beauty is in the eye of the beholder. <br />Margaret Tracy, PARC, Livermore, spoke in opposition to the <br />project. She was concerned the geological character of the land <br />would be diminished. A report of the East Bay Regional Park <br />indicated a landslide can happen on a slope as small as 50. She <br />supported staff's recommendation to decrease density. She stated <br />the site is in a six mile stretch of native oak woodland of <br />natural beauty. <br />Mark Evinoff, People for Open Space, 512 Second St., San <br />Francisco, spoke in opposition to the proposal. He reviewed <br />homes damaged in Los Angeles because of earthquakes. He stated <br />that Mr. Fairfield indicated there are at least six lots <br />vulnerable to damage. <br />Tom Blinn, 2328 Gloria Court, spoke in opposition to the <br />proposals. He spent a lot of time reading all of the material. <br />He expressed concern with grading, traffic, road, sidewalks,and <br />whether there should be townhouses or not.
