Mr. Fairfield indicated it would be <br />2-3 years from now. The final subdivision cannot be submitted <br />until a Long Term Agreement has been approved. <br />Commissioner Innes stated that almost everybody feels Laguna <br />Vista is one of the biggest mistakes in Pleasanton. There are <br />$400,000 homes next to it. He asked Mr. Fairfield if he had <br />considered reducing the density of of the 36 acres starting at <br />the townhouses north and then tapering custom lots in rapid <br />fashion. Mr. Fairfield stated they had but they need the <br />townhouses on the east side of Foothill Road in order to maintain <br />the ridgeland as proposed. <br />Chris Kinzel, TJKM, addressed traffic concerns. He explained <br />that this development would have very little traffic impact. He <br />reviewed the traffic counts on both the north and south sides of <br />Bernal Avenue on Foothill Road. On the weekends peaking occurs <br />between 11:OOam to 4:OOpm. They are now completing 1985 counts <br />and will soon have analysis of people coming to Stoneridge and <br />Hacienda Phase No. 1. Traffic on Foothill Road north of Bernal <br />is about 6,000 cars per day. Chairman Wilson asked about traffic <br />when the interchange at Stoneridge Drive is completed. Mr. <br />Kinzel indicated more people will use Foothill Road to get to it, <br />but he is not sure there will be an appreciable difference. <br />Commissioner Michelotti asked about the impact of 6,000 cars on <br />the south side of Bernal and what impact if any it would have on <br />people exiting their driveways onto Foothill Road. Mr. Kinzel <br />reviewed the potential of having possibly three lanes. He <br />stated that 224 units would only be approximately 1600 trips <br />south of Bernal. Commissioner Innes had a problem with traffic <br />projections particularly if the rest of the area was to develop <br />in the same manner proposed for this one. He then asked the <br />Planning Director how many acres of open area there are north of <br />Bernal Avenue on the west side of Foothill Road. Mr. Swift <br />indicated he could not answer this question. <br />Commissioner Innes asked if the project is approved with a <br />staging area how many car trips would one expect to see on the <br />weekends and how many car trips would use the road. Mr. Kinzel <br />indicated he wasn't sure but would think upward of 200-400 <br />vehicle per day depending upon the size of the staging area. Mr. <br />Kinzel indicated that perhaps there should be a left turn lane <br />for safety factors but no signals are suggested. Staff is now <br />working on the southbound left turn lane on Foothill Road at <br />Bernal and right turn lane along the freeway. This will be <br />complete in 1986. He is confident that the safety and congestion <br />at that intersection will be diminished substantially. Based <br />upon improvements to the area the intersection will not need <br />traffic signals in his opinion. <br />Marc Seeley, Geologist, supported the project, indicating they <br />have planned the development in accordance with the <br />recommendations of geologic studies of the site and area. <br />- 8 - <br />
