Minutes <br />Planning Commissio <br />November 13, 1985 <br />Rusty Anderson, 5940 Corte Cerritos, spoke in opposition to this <br />proposal. Traffic/transportation are real concerns to him. He <br />is a jogger in the area and the area is currently surrounded by a <br />canal; I-680; creek and the only way out would be to open a <br />section through Barratt homes. He asked how children in his <br />neighborhood would get to the park through the density proposed. <br />RAhuttal <br />Chuck Pinkerton, Ponderosa, explained that they don't have to <br />build 860 units total but the expenses of the project were spread <br />over 860 units and they are trying to develop in accordance with <br />their agreement. Regarding traffic - the entire project was <br />looked at its inception and studied at that time. Regarding <br />access - the proposed community will be self-contained. They <br />have built soundwalls, placards, etc. to provide a good image of <br />Ponderosa and they intend to keep this image. They intend to <br />build at the low end of the High Density Residential category at <br />about 8/units per acre. This is the same range as the Barratt <br />development. <br />Dan Cohen, 6838 Corte de Flores, in the Downs, opposed the <br />proposed General Plan amendment, There are not sufficient <br />schools now for the residential units of the area as the 5th <br />graders have to be bussed. He didn't feel High density would be <br />good for the area without someone addressing the school shortage. <br />Mr. Beal said he would like to see the profit and loss statements <br />for 6 units per acre vs. 8 units per acre. <br />David Kratke, spoke again. He said since 126 units are all that <br />is needed to fulfill the 860 unit agreement, then the plan <br />doesn't have to change to accommodate this. <br />The public hearing was closed. <br />Commissioner Innes explained the in depth study of the Citizens <br />General Plan Review Committee. <br />Mr. Swift explained that Ponderosa's Long Term Agreement with the <br />City is for growth management approval, the 860 units being the <br />number of sewer connections previously purchased by Ponderosa. <br />The City is not obligated to have Ponderosa build 860 units under <br />the Long Term Agreement. <br />Commissioner Lindsey said he has consistently supported higher <br />density in areas where it makes sense. The community needs a <br />balance in housing. However, he would not support a General Plan <br />change from Medium to High Density because the developers' <br />objectives can be achieved through use of PUD.
