Minutes <br />Planning Commissic <br />November 13, 1985 <br />Valley Avenue and if this is removed, you could probably get 8 <br />units per acre for the Barratt project. Mr. Baker could see no <br />need to have 8 units per acre in this particular area. He urged <br />denial of this application and asked the City to hold the line. <br />Bob Eldred, 6057 Via de Los Cerros, spoke in opposition to the <br />General Plan amendment and commented in the Initial Study and <br />items marked 'insignificant.' He had concerns specifically with <br />air quality, water related impacts, noise and public service <br />impacts. Changing the density would change these areas <br />significantly. He presented petitions with 116 signatures in <br />opposition to this project. Barratt Homes only has 125 units <br />total. <br />Larry Beals, 6072 Via de Los Cerros, also spoke in opposition to <br />this General Plan amendment. He was against private streets <br />saying the developers sell the homes and the homeowners are <br />paying for a street the rest of their lives. He would like to <br />see 4-5 units per acre. <br />Commissioner Innes asked if anyone in the group has gone to the <br />City and reviewed the Citizens' General Plan Review Committee's <br />report. Several residents of the area indicated that they did <br />not live in the area at the time these committees were formed and <br />had no knowledge of a citizens general plan review committee; <br />the Barratt area is a newly occupied one. <br />James Klessinger, 6916 Corte Pacifica, in the Downs, asked that <br />all of his group in the audience stand up. A significant <br />percentage of the audience stood up. Mr. Klessinger stated that <br />having a General Plan amendment without a development plan is <br />premature. He did not want the property values jeopardized over <br />the next several years. <br />Mike Pirozzoli, 5925 Via Del Cielo, spoke in opposition to the <br />General Plan amendment. When he moved to the area he was told <br />that the Barratt Development had been High Density for sometime. <br />Ponderosa told him to not be concerned as they were developing <br />the rest of the area. To change the area to High Density makes <br />no sense. He said his contact at Ponderosa was Jack Wong. <br />Further he referred to a staff report 1/12/83 for Barratt Homes <br />and staff indicates in their initial study approval would have <br />significant adverse effects on the environment, now the initial <br />study prepared for this proposal indicates insignificant <br />environmental effects. He suggested there is a strong conflict <br />in the initial studies. He acknowledges that Ponderosa has done <br />a lot but they agreed to do the things they have done as <br />conditions of development. <br />Tom Knoll, 5730 Corte Libre, Officer in Country Faire Homeowners <br />Association (Vice President) was asked to come and speak as an <br />officer. They are fully against changing the General Plan of the <br />subject site to High Density Residential. They concur with all <br />of the statements made this evening.
