Minutes <br />Planning Commissio <br />November 13, 1985 <br />and their proposal for 840 dwelling units on the balance of the <br />Hansen Ranch. Their development will be on all lands east of <br />Valley Avenue. Ponderosa has contributed to the community both <br />in money for capital improvements as well as dedication of park <br />land. Ponderosa is not proposing two-four story condominiums or <br />townhouses. He indicated they would be proposing 8-9 units per <br />acre. Further the land is not just Medium Density Residential <br />but Medium Density Residential and Public and Institutional. The <br />configuration of the park site has changed and is not in <br />conformance with the existing General Plan. They are looking to <br />build single-family detached homes with private streets. <br />Chairman Wilson asked Mr. Pinkerton the difference between the <br />840 units in the Long Term Agreement and approved/built. Mr. <br />Pinkerton indicated the difference is 126 units remaining. <br />Commissioner Innes asked Mr. Pinkerton if he had any intention to <br />ask for an increase to the 840 units. Mr. Pinkerton indicated <br />they are looking to build 126 units. <br />Commissioner Hoyt asked if Ponderosa had any idea of the <br />marketing price range of the units. Mr. Pinkerton indicated not <br />at the current time It will probably be three years before a <br />project is ready for review. <br />Commissioner Lindsey then asked staff to cite other areas of town <br />with 9-10 units per acre. Mr. Swift then reviewed other High <br />Density projects in the area including Barratt Homes development. <br />Chairman Wilson then asked the width of the streets required for <br />8/10 units per acre under PUD. Mr. Swift explained that the <br />width is a function of the length of the street and number of <br />units served by it. There are paved streets 28' wide with <br />parking on one side in some areas. <br />The public hearing was opened. <br />David Spade, 5836 Corte Mente, member of the Country Faire Home <br />Owners Association, spoke as a private citizen in opposition to <br />this proposal. <br />Mark Curtis, 6025 Via de Los Cerros spoke in opposition to the <br />proposal because of traffic. Currently there is only 2'-3' <br />between parked cars and the edge of moving vehicles. <br />Dave Kratke, 6084 Via de Los Cerros, spoke in opposition to the <br />General Plan amendment. His house is on a corner and his front <br />door faces the property. Via de Los Cerros/Santiago is a <br />raceway. He urged the property remain Medium Density <br />Residential. He asked that the people in the audience supporting <br />his statement of opposition to please stand up. Avery large <br />portion of the audience stood in support. <br />Dave Baker, 6036 Via de Los Cerros, indicated there are errors in <br />the report. He said Barratt has built out at a net of 6.7 units <br />per acre. Mr. Swift explained that the 19 acres included in <br />Ponderosa's submitted exhibit probably includes one half of <br />- 7 - <br />r <br />
