Minutes <br />Planning Commissic <br />November 13, 1985 <br />MS-85-20, Tentative Map No. 4473 <br />Application of Dr. Hari Puri for tentative map approval to create <br />a 5 lot subdivision on an approximately 4.1 acre site located at <br />3885 Foothill Road. Zoning for the property is PUD (Planned Unit <br />Development)-Low Density Residential District. <br />Mr. Swift presented the staff report recommending approval of <br />this minor subdivision. He explained that minor subdivisions <br />don't typically go to Planning Commission, but the PUD approved <br />for the site didn't show Foothill Road improvements. The <br />applicants are proposing to widen the roadway on their side of <br />the street. <br />Chairman Wilson was concerned that the map does not show there is <br />no access allowed to Parcel No. 4 and the remainder and he is not <br />sure whether or not staff's report discusses this issue. The <br />staff report says there is no parking in Puri Court but the map <br />doesn't show this either. None of the off-street parking is <br />shown. He felt the reserve area of 30' should be dedicated to <br />the City and increased in width. Mr. Swift responded that the <br />tentative parcel map doesn't show everything it perhaps should <br />have and which will have to be shown on the parcel map. Final <br />details will be shown on the final Parcel Map. Condition No. 2 <br />addresses access to Foothill Road and the remainder and Parcel <br />No. 4 along Foothill Road. Most of the widening on Foothill Road <br />will take place in the reserve area - the applicant has now <br />agreed to dedicate the roadway vs having a reserve for it. <br />Commissioner Innes asked if the applicant was to sell one of the <br />lots whether or not he would have to provide additional <br />off-street parking (other than the garage) and questioned the <br />turnaround. Mr. Swift indicated this is provided under CC&Rs and <br />conditions of development plan approval but that Puri Court is a <br />hammerhead turnaround for emergency purposes. The Fire <br />Department has no objections to this. <br />Commissioner Innes addressed Page No. 2 of the staff report. He <br />stated he drove the site this evening and wanted to know how much <br />of the eastern side will be used for widening as he has real <br />concern with this. Mr. Swift explained, indicating also that <br />the median to the south of Puri Court would be a raised median. <br />Mr. Okamura indicated 12' would be used for the left-hand turn <br />lanes. Chairman Wilson wanted to know who will pay for the <br />improvements. Mr. Okamura responded that this is the <br />responsibility of the developer. <br />The public hearing was opened. <br />Richard Glenn, Darryl Alexander & Associates, 205-B Main Street, <br />indicated they have reviewed the staff report and concur with <br />most of the conditions. Regarding Condition No. 34, <br />subparagraphs 1 and 3 be changed to reflect asphalt concrete vs <br />Portland concrete for sidewalks because Foothill Road has yet to <br />be completely designed. They concur with the staff report <br />including the requirement of dedicating the 30' area previously <br />just held in reserve. <br />- 3 - <br /> <br />
