Minutes <br />Planning Commissio <br />November 13, 1985 <br />Chairman Wilson asked if the City would be interested in <br />obtaining a dollar contribution for sidewalks to be done in the <br />future. Mr. Swift indicated a sidewalk is desired to minimize <br />encroachment into the grade differential on Foothill Road. <br />Further, staff's experience with asphalt sidewalks isn't a <br />positive one. He used the asphalt sidewalk on Hopyard Road <br />between Black Avenue and Golden Road as an example. <br />The public hearing was closed. <br />Commissioner Innes did not believe that Foothill Road could be <br />widened 6' to squeeze in a left turn lane without creating a <br />head-on collision situation similar to that of Foothill Knolls. <br />Mr. Okamura indicted there will be three 12' lanes which will be <br />sufficient for travel. <br />Chairman Wilson asked what the speed limit is on Foothill Road. <br />Commissioner Innes stated it is 45mph. <br />Chairman Wilson asked of the requirement for tree bonds should be <br />waived. Commissioner Innes indicated that staff has said to <br />preserve the trees on the west side of the subdivision as <br />submitted and then proposes to waive the requirement for tree <br />bonds. He felt the trees have scenic value along Foothill Road. <br />Mr. Swift responded that the reasons for the condition is that <br />some trees are in the road; others will be at the edge of <br />pavement, and others will suffer root structure damage to some <br />degree. Staff has recommended saving as many trees as possible <br />and the applicant agrees, but some cannot be saved. The large <br />sycamores should be saved. The City is having the developer <br />perform work within the drip line of the trees. Commissioner <br />Innes felt a tree specialist should be on site while work is <br />being performed in the area of the trees. He asked how wide the <br />street is at Foothill Knolls. Mr. Okamura indicated it is <br />approximately 44'. Commissioner Innes stated that this is about <br />8' wider than the proposed street in front of Puri Court. <br />A motion was made by Commissioner Innes, seconded by Commissioner <br />Wellman that MS-85-20 be approved subject to the conditions of <br />the staff report adding "That Foothill Road shall be widened at <br />the point of Puri Court sufficient distance north to include a <br />left turn lane as wide as that at Foothill Knolls (44'); <br />modifying Condition No. 3 to require a tree specialist to be on <br />site any time work is being done around the drip line or areas of <br />heritage trees. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Innes, Lindsey, <br />Wellman and Chairman Wilson <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2724 was entered and adopted approving Case <br />MS-85-20 as motioned. <br />- 4 - <br />T <br />
