Minutes <br />Planning Commissic <br />10/23/85 <br />Chairman Wilson discussed parking and the fact that this project <br />is providing better than 2:1. He felt it is a very good project <br />and one which the City can be proud of. <br />Commissioner Lindsey then discussed with staff the density issue <br />and that if the density is increased the rental cost will <br />increase. <br />Commissioners Lindsey and Wellman then discussed the height of <br />the proposed soundwall with Commissioner Wellman inquiring about <br />the difference between a 6' vs 8' wall. Mr. O'Brien indicated <br />that based on their experience, they would rather install an 8' <br />wall than to place a 6' wall and have to modify it later because <br />of something unforeseen. <br />Commissioner Michelotti had a problem in requiring soundwalls <br />where they are not absolutely necessary. She understood the <br />concern regarding access to the arroyo and asked if there wasn't <br />some other type of material which could be used as a barrier but <br />which would not obstruct the view and destroy the appearance of <br />openess. Commissioner Michelotti indicated that a 3' wall would <br />serve no useful purpose and would like to find something that <br />would be a compromise. Commissioner Hoyt then asked the width of <br />the Arroyo. Mr. Allen, of Bissell and Karn, responded that it is <br />approximately 126'. <br />Chairman Wilson pointed out that based on his experience, users <br />of the carports would throw garbage in the creek and that is why <br />he would support an 8' high wall. <br />Joe Madden, 1544 Santa Rita Road, welcomed this project. He is <br />convinced you need to have a real dense high density project to <br />get rents lower but considering traffic he would support the <br />density proposed. He indicated he was in favor of an 8' high <br />wall. The project abuts a commercial service area and he would <br />like it to be buffered from the residential use. <br />The public hearing was closed. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Wellman that the negative declaration prepared for <br />Case PUD-85-17 be approved inasmuch as approval of this project <br />would have an insignificant effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Lindsey, Michelotti, Wellman and <br />Chairman Wilson <br />NOES: None <br />ABSENT: Commissioner Innes <br />ABSTAIN: None <br />Resolution No. 2718 was entered and adopted recommending approval <br />of the negative declaration prepared for Case PUD-85-17 as <br />motioned. <br />
