Minutes <br />Planning Commissic <br />10/23/85 <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Michelotti that Case GP-85-10 be recommended for <br />denial. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Michelotti, Wellman and Chairman <br />Wilson <br />NOES: None <br />ABSENT: Commissioner Innes <br />ABSTAIN: Commissioner Lindsey <br />Resolution No. 2717 was entered and adopted recommending denial <br />of Case GP-85-10. <br />PUD-85-16, Jon Westerland <br />Application of Jon Westerland for PUD (Planned Unit <br />Development)-High Density Residential rezoning and development <br />plan approval to construct three residential units behind an <br />existing dwelling on an approximately .23 acre site located at <br />3939 Vineyard Avenue. Zoning for the property is RM-4000 <br />(Multi-family Residential) District. <br />This matter was continued indefinitely and will be readvertised. <br />NEW BUSINESS - Public Hearings <br />PUD-85-17, Hacienda Garden Apartments <br />Application of CPP, for development plan approval to allow the <br />construction of a 412 unit apartment complex on an approximately <br />16 acre site located on the north side of Andrews Drive between <br />West Las Positas Boulevard and Old Santa Rita Road. Zoning for <br />the property is PUD-RM-2500. <br />Mr. Swift presented the staff report. <br />The public hearing was opened. <br />Pat O'Brien, Callahan-Pentz Properties, Pleasanton, reviewed <br />their proposal. They took issue with the staff recommendation <br />for lowering the westerly wall, indicating that a 3' wall would <br />make it easy for children to enter the creek and they do not want <br />to encourage this and desire to have an 8' wall. Regarding the <br />density issue, they believe it has been increased as much as it <br />can and still retain an attractive complex. The rental charges <br />will be very similar to Valley Plaza II, i.e, approximately <br />$800-900 for a two bedroom unit, $600-700 for a one bedroom unit. <br />Mr. O'Brien stated that Mr. Mogenson, architect for the project, <br />is present and would be happy to answer any questions. <br />Discussion then ensued relative to density and the possibility of <br />increasing the density on this project between Mr. O'Brien, <br />Commissioner Lindsey and Mr. Swift. The consensus was that the <br />density should probably be as shown on the plan. <br />
