Minutes <br />Planning Commissic <br />10/23/85 <br />GP-85-10, John Caroline <br />Application of John Caroline for a General Plan amendment to the <br />Land Use Element of the General Plan to redesignate an <br />approximately 0.32 acre parcel from ~~open space" to 'Commercial <br />and Offices." The property is located on the southwest corner of <br />the intersection of First Street and Stanley Boulevard and is <br />currently zoned nAn (Agricultural) District. <br />Mr. Swift presented the staff report which recommended denial. <br />The public hearing was opened. <br />Art Dunkley represented First and Stanley Joint Venture, the <br />applicants of the proposed General Plan amendment. He stated <br />that staff report discusses access, roadway realignment, etc., <br />and in their mind it is not critical that a general plan change <br />be made at this time. Staff doesn't say the City has a plan or <br />wants to buy the property for open space use. He stated that <br />because of the size of the property the site is not usable for <br />agricultural use. Access to the site is on the First Street <br />side. They can accommodate Del Valle Parkway alignment in any <br />reconfiguration. The exhibit attached to the staff report shows <br />that this property doesn't go into the existing segment of the <br />street. Some of the issues raised are not relevant to their <br />general plan application. The current designation has no <br />economic value to the property. Commercial/office is <br />appropriate. First Street on the west side between Bernal Avenue <br />to this area are commercial. <br />Chairman Wilson asked if the City still had a Study zone. Mr. <br />Swift stated the City does have a Study Zone but an area can only <br />be in the district for four months. <br />Brent Wilcox, 3998 Stanley Boulevard represented his parents who <br />live next door to the proposal. He stated that the map on the <br />wall is not at all to scale. The property is substantially <br />smaller than depicted. He indicated that a situation would be <br />created very similar to the post office in town concerning <br />ingress and egress. There is also a problem as mentioned by <br />staff of the right-of-way. <br />Dave Peterson, 4013 Stanley Boulevard, concurred with staff <br />because of the Del Valle Parkway alignment situation. The City <br />doesn't need any more problems with the right-of-way. He <br />indicated that the applicants cut down the trees before they even <br />owned the property. <br />Morse Jones, 4023 Stanley Boulevard, was against any changes to <br />this corner. He felt at some time in the future the City may <br />want to widen the bridge or have other public improvements which <br />they will be unable to do if the nature of the property is <br />changed. He said the property would be developed by the same <br />people who built the two houses on the south side of Stanley <br />Boulevard and have their fence partly in the road. <br />The public hearing was closed. <br />
