In travelling through Valley Plaza I people are parking <br />in front of their garages and blocking fire lanes. This is a <br />tough area to police. <br />Commissioner Inner discussed noise with regard to the setbacks of <br />the structures from the railroad right-of-way. Mr. Swift stated <br />that a 9' soundwall will mitigate noise at the downstairs level. <br />The back of the structures will all have to be stucco. It is <br />difficult if not impossible to mitigate exterior noise from a <br />train. <br />The public hearing was opened. <br />Gregory Mix, 2o5-B Main Street, presented the Payne proposal. He <br />passed out revised site plans and elevations. They have worked <br />on the project since last March and have met with the neighbors <br />and staff. They have tried to address the parking and density <br />issues. They are providing 2 1/2 times the amount of parking <br />required by code. They prefer to have the garage doors on for <br />aesthetic reasons. Their plan is a 'donut' concept and the only <br />change from the original plan is the location of the recreation <br />area to increase setbacks of the project. The units will have <br />three bedrooms and will be two story. They have tried to design <br />the project to the theme of old Pleasanton. They will be keeping <br />all of the healthy heritage trees on the project. They will not <br />be keeping the walnut trees on the site. Walnut trees are not <br />appropriate over automobiles. The trees on the site are <br />primarily very large cedars and bays. They have revised the <br />south elevation at staff's request. <br />Commissioner Inner asked Mr. Mix to explain the changes to the <br />elevations from the previous plans. Mr. Mix complied. <br />Chairman Wilson discussed the proposed garages and whether or not <br />there should be doors on them. He felt that if doors are <br />provided, cars will be parked outside of the garages. Mr. Mix <br />wanted doors for aesthetic reasons. <br />Commissioner Inner felt the project didn't provide as much <br />parking as they could provide given it contains all three bedroom <br />units. Mr. Payne felt that a condition should be imposed in the <br />CC&Rs requiring prking in the garages. This has worked <br />effectively in the units in which he lives. Commissioner Innes <br />was concerned with 88 parking spaces, 16 of which are provided <br />for guests making a net total of 72 parking spaces. Country <br />Roads is providing 87 parking spaces for 39 units and their units <br />are two bedroom. <br />Mr. Payne indicated that they agree with all of the conditions of <br />the staff report including Condition No. 4 as modified. He felt <br />that a two car garage with garage doors would be attractive to <br />buyers of the units. Commissioner Lindsey asked what would <br />happen architecturally if doors were eliminated.
