Minutes <br />Planning Commissio. <br />September 11, 1985 <br />3-year capital improvement budget, when Del Valle Parkway is <br />extended eastward to Main Street, staff feels it is likely that <br />this project will go forward in importance. <br />Commissioner Innes asked about staff's recommendation with regard <br />to 66' wide street. Mr. Swift stated that staff felt that with <br />Valley Avenue extended 66' should handle the traffic on Stanley <br />Boulevard. <br />Commissioner Michelotti then discussed Plan "A" with a double <br />left-turn lane. The road is two lane now and reaching capacity <br />and if a High Density land use designation were adopted it might <br />be more difficult to get the traffic off of the street without <br />stacking up traffic. <br />Chairman Wilson expressed concern with conditions imposed in the <br />proposed General Plan amendment because some of the lots are not <br />120'. He would prefer to see the conditions imposed on an <br />application-by-application basis. Commissioner Innes favored <br />overall planning. Commissioner Lindsey agreed with Commissioner <br />Innes that the conditions should be imposed so that developers <br />know what is expected. <br />Chairman Wilson didn't feel it makes any sense to condition <br />developments upon the completion of Del Valle Parkway or Valley <br />Avenue because they may not be completed for up to five years. <br />If the time is not ripe for development, no change should be <br />made. <br />Commissioner Lindsey indicated he favors conditions 2 through 8. <br />He doesn't like number 1 because it has not been determined when <br />Del Valle Parkway will be completed. <br />Commissioner Hoyt felt strongly that Condition No. 1 should be <br />left intact. Commissioner Innes wanted to make sure traffic is <br />taken off of Stanley Boulevard as quickly as possible. He felt <br />'either or" should be included concerning Del Valle Parkway or <br />Valley Avenue extension. <br />Commissioner Michelotti indicated she was sorry that citizens who <br />live in the area were not on the Residential Review Committee. <br />In overall planning the City does need High Density Residential <br />but would have liked the citizens of the area to have had input. <br />She felt the Del Valle Parkway was needed and once extended to <br />Main Street would probably be extended to First. She could agree <br />to "either/or" or another interim solution. <br />Chairman Wilson and Commissioner Inner felt that Condition No. 1 <br />should be eliminated but that Condition No. 2 should remain. <br />Commissioner Lindsey supported staff's recommendation concerning <br />Alternate Plan "A". <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Wilson that the Negative Declaration prepared for <br />Case GP-85-6, GP-85-3 and PUD-85-7 be recommended for approval <br />- 6 - <br />., ~ <br />
