Minutes <br />Planning Commissio. <br />September 11, 1985 <br />land use designation, but is now in favor of such a change <br />because the rural atmosphere of the area has been changed in <br />nature. He objects to Condition No. 3. His lot is only 62' wide <br />and 500' deep. This condition requires 120' frontage which he <br />can't meet. <br />Don Cavestri, Castro Valley, owner of 4129 Stanley Boulevard one <br />of the properties proposed for development under the Payne <br />proposal, spoke in favor of the changes proposed. <br />The public hearing was closed. <br />Chairman Wilson indicated he would have liked <br />a member of the Citizens' Committee regarding <br />indicated that this particular General Plan c <br />by the Commission and stated that he felt the <br />would be represented at the overall change to <br />the future. <br />to have heard from <br />this. Mr. Swift indicated that the <br />conditions in the Payne staff report are perhaps more clear. <br />Chairman Wilson asked if the PUC, the railroads and staff have <br />come to agreement concerning the grade crossing. Mr. Swift <br />indicated that the City has received a PUC decision that they can <br />proceed with an "at grade" crossing. The City is working with <br />the railroads, and others to build an underpass at Valley Avenue <br />which is what the railroads prefer. An assessment district has <br />not yet been finalized for this. It is anticipated work will <br />start on this project in the Spring. If not, the City will lose <br />it's chance to have an underpass because of the cost involved. <br />The trains would again have to be removed. <br />The Commissioners then discussed with staff the conditions <br />imposed in the proposed General Plan amendment and the fact that <br />they would set forth certain standards to be met for future <br />development. <br />Mr. Swift stated that he had hoped the issue concerning the <br />alignment of the Del Valle Parkway would have been on the agenda <br />tonight, but was postponed for additional information from TJKM <br />and others. There has been a committee formed by the City <br />Council with Mr. Brandes meeting with various citizen groups in <br />this and another area. They will consider not just traffic and <br />level of service but such things as noise, crossing guards, and <br />other important community topics. <br />Commissioner Lindsey asked if the Del Valle Parkway is five to <br />ten years off.
