Minutes <br />Planning Commissio <br />September 11, 1985 <br />Commissioner Michelotti asked about the size of the lots in the <br />area. Mr. Swift reviewed the various structures and sizes of <br />lots. Commissioner Michelotti stated that she thought the <br />intention of the conditions as stated in the proposed General <br />Plan amendment is to encourage combining lots so that development <br />would be possible. <br />John Payne, 3689 Pimlico, spoke in favor of redesignating the <br />north side of Stanley Boulevard to High Density Residential. He <br />felt it was in the best interest of everyone, including the City. <br />He didn't feel that Conditions number one and two should be <br />included. There is no way of telling when Valley Avenue and Del <br />Valle Parkway will be completed. He felt the conditions to be <br />open ended. Mr. Payne didn't not feel there would be a <br />significant adverse effect concerning traffic. Commissioner <br />Innes did not agree. <br />Bill Lenson, 3950 Stanley Boulevard (south side of Stanley <br />Boulevard), stated he has read the report thoroughly and agreed <br />with the staff's conclusion except he was not in favor of <br />alternative plan "A". He felt the plan was generally <br />short-sited. He felt the report was conflicting with regard to <br />mitigation of noise. He felt that a four-lane 84' right-of-way <br />should be considered. He further felt the Payne project is being <br />discriminated against with regard to the conditions imposed on is <br />project which were not imposed on Country Roads. He stated that <br />the Del Valle Parkway extension proposed is the worse planning <br />ever done in Pleasanton. He saw no reason to displace the mobile <br />home units. He suggested that the City apply the conditions as <br />suggested and not allow any construction whatsoever until they <br />are met. Commissioner Lindsey asked Mr. Lenson that assuming the <br />Del Valle Parkway extension is not completed, but the Valley <br />Avenue extension to Bernal Avenue does occur and traffic doesn't <br />exceed the traffic that now exists and there is a three lane, in <br />your opinion as a resident would that enhance your situation or <br />make it worse. Mr. Lenson didn't feel it would be any better. <br />Earl Augusta, owner of property at 3963 Stanley Boulevard, agreed <br />with all of the comments of Mr. Lenson. He stated he is opposed <br />to High Density Residential on the north side of Stanley <br />Boulevard but if the area is changed, he would like his property <br />included. He presented a letter to the Commission for their <br />review. <br />Dave Peterson, 4013 Stanley Boulevard, was opposed to the <br />proposals. He wanted the area to stay rural as long as possible. <br />He expressed concerns with traffic from Vintage Hills coming to <br />the area when Del Valle Parkway is extended. He had no desire in <br />having his property changed to High Density Residential. He <br />stated that since Country Roads was approved the speed limit on <br />Stanley Boulevard has increased from 25mph to 30mph. He stated <br />that the State of California speed limits in Residential areas is <br />25mph. Further he felt that the Police Department does not <br />patrol the area as often as they used to. Commissioner Lindsey <br />asked Mr. Peterson the width of his property across the middle. <br />Mr. Peterson stated it is approximately 100 feet. <br />- 3 - <br />~r <br />
