Minutes <br />Planning Commissior. <br />August 28, 1985 <br />that if it were any other project, it would only becoming before <br />the Design Review Board instead of the full Commission. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Wellman that PUD_81-30-31D be recommended for <br />approval subject to the conditions of the staff report, <br />eliminating No. 6. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Lindsey, WEllman and <br />Chairman Wilson <br />NOES: Commissioner Innes <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2697 was entered and adopted recommending approval <br />of Case PUD-81-30-31D as motioned. <br />PUD-81-30-32D, The Koll Company <br />Application of the Koll Company for design review approval to <br />construct a two-story, 107,000 sq. ft. garden office complex on <br />an approximately 7.3 acre site located on the southeast corner of <br />West Las Positas Boulevard and Hopyard Road (Lot 20, Hacienda <br />Business Park). Zoning for the property is PUD (Planned Unit <br />Development)-Industrial, Commercial and Offices District. <br />Mr. Swift reviewed the staff report and indicated that the <br />proposal has been changed to match the model and not the plan <br />presented to the Commissioners. It does incorporate relocation <br />of two parking spaces to the area southwest rather than the area <br />where they would have difficulty being used. Commissioner <br />Lindsey asked why the staff report was received so late. Mr. <br />Swift indicated that it is staff's fault, not the developer's, <br />that the staff report was delivered late. <br />Commissioner Innes asked staff to discuss the access to the area <br />because with 400 employees there could be a circulation problem. <br />Mr. Swift indicated that this is one of the more difficult sites <br />to develop in the Hacienda Business Park. At one time this area <br />was proposed for a retail center. At the staff's request and <br />after the applicant had rethought the matter, they revised the <br />PUD to show 'Office' to avoid problems with access. The <br />development of the Hacienda interchange will alleviate some of <br />the concerns expressed. <br />Commissioner Innes asked the width of the entrance opposite <br />Coronado. Staff indicated it is 26' feet wide. Commissioner <br />Innes said that all 400 employees will have to come out of the <br />site by this street. He felt it would be much better to have <br />wider access so that there would be a left-turn lane to come out <br />of to turn left onto West Las Positas Boulevard.
