Minutes <br />Planning Commission <br />August 28, 1985 <br />Commissioner Lindsey asked about the placement of a signal for <br />left-turn purposes. Mr. Okamura indicated that this would be <br />unsafe as it is fairly close to Hopyard Road. <br />Commissioner Innes asked about the property line of the property <br />vs the curb line. Mr. Swift explained that the curb line is <br />generally the same as the property line except at this one <br />location. Mr. Swift stated that instead of ending up with 75' <br />landscaping an effort is being made to have it be 50'. <br />Richard Pogue, President, Koll Company, 4309 Hacienda Boulevard, <br />said they have taken a difficult site in Hacienda Business Park <br />and they have taken mitigating measures with architectural <br />treatment for the residential neighbors which back up to this <br />development. He then stated that Jeff Hiller, the architect, <br />David Gate landscape architect and a representative of TJKM are <br />here to answer any questions. <br />Mr. Hiller invited the Commission to walk around the model for a <br />better understanding of the project. The Commission and <br />applicant then discussed the main entrances, planting areas and <br />elevations of the proposal. <br />Commissioner Inner asked about the lowered mechanical screening. <br />The architect stated they were able to lower it by one foot and <br />it will have the same exterior as the building. <br />Commissioner Inner then asked Mr. Pogue what the occupancy factor <br />per 1000' would be in a building of this type? Mr. Pogue <br />indicated that the buildings will have 107,000 sq. ft. gross and <br />103,000 sq. ft. net. They will probably have 350 employees. <br />Commissioner Lindsey then asked Mr. Pogue and Hiller about the <br />ingress/egrees off of West Las Positas as stated earlier. <br />Messrs. Hiller and Pogue indicated increasing the width of the <br />driveway on the eastern entrance to include a minimum of three <br />lanes, two out and one in, would be a good idea and can be worked <br />out between the staff and the applicant. <br />Chairman Wilson asked the traffic consultant to address widening <br />the driveway. <br />Roger Henderson, TJKM, stated that multi-tenant use will split <br />the peak demand through the peak period. People leaving the site <br />in the evening from the west parking lot going out and turning <br />right and making a "U" turn onto Coronado should work out fine. <br />The LOS is anticipated to be very low so he would not recommend a <br />signal be installed but an analysis done and observations made <br />after occupancy. Commissioner Inner stated that it will be <br />two-three years before the completion of Hacienda interchange and <br />all employees heading to I-580 will have to go left. He asked if <br />it wouldn't be much better to make the eastern opening four lanes <br />with left turn and no "U" turns onto West Las Positas Boulevard <br />at Coronado vs making four lanes out and allowing a left turn out <br />of the eastern exit. Mr. Henderson would suggest one lane in and <br />- 9 - <br />._ ,. <br />
