Minutes <br />Planning Commission. <br />August 28, 1985 <br />GP-85-5, Matilda and Mildred Teixeira <br />Application of Matilda and Mildred Teixeira for amendment to the <br />Land Use Element of the General Plan to redesignate an <br />approximately 15 acre site from Law Density Residential to Medium <br />Density Residential, located on the south side of Vineyard Avenue <br />and east of the terminus of Chardonnay Drive. Zoning for the <br />property is PUD (Planned Unit Development)-Low Density <br />Residential District. <br />Mr. Swift presented the staff report recommending approval of the <br />General Plan change. <br />Commissioner Innes asked how the property became designated as <br />50% Low and 50% Medium Density Residential on the General Plan. <br />Mr. Swift indicated he was unsure but it was so designated in <br />1964 on the General Plan. <br />The public hearing was opened. <br />Martin Inderbitzen, 62 West Neal Street, congratulated Brian <br />Swift on his appointment as Director of Planning and Community <br />Development. Mr. Inderbitzen then stated he has reviewed the <br />staff report with Mrs. Teixeira and they agree with it. He <br />suggested that perhaps the General Plan is 50%/50% is because the <br />existing residence sits on one part. <br />Mr. Inderbitzen indicated that they are very sensitive to the <br />concerns expressed in the letters of the neighboring residents. <br />James Griffin, 3036 Chardonnay, represented the Vintage Hills <br />Homeowners Association. Their biggest concern is having the <br />property PUD-Medium Density Residential and someone coming in <br />asking for more than 10 units per acre. This applicant has <br />stated that they plan for lower density units and they agree. <br />Ten units per acre is not suitable for this property. Vintage <br />Hills Homeowners Association has the same concerns now that they <br />did when the property was prezoned for annexation. Mr. Griffin <br />then discussed with staff Low Density Residential and the number <br />of units per acre which would be allowed. Mr. Griffin <br />acknowledged that the real issues come into play when a plan is <br />presented for development but they would like everyone to know <br />the neighborhood's concerns at this point. <br />The public hearing was closed. <br />Chairman Wilson stated that the Commission is very sympathetic <br />with the concerns expressed by the Vintage Hills Homeowners and <br />that when plans come in 3.7 units to an acre is what the <br />Commission will consider. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Wellman that the negative declaration prepared for <br />Case GP-85-5 be recommended for approval inasmuch as changing the <br />land use designation of the property will not have a significant <br />adverse effect on the environment. <br />- 3 - <br /> <br />
