Minutes <br />Planning Commissioi <br />August 14, 1985 <br />Chris Kinzel, TJKM, concurred with comments of Mr. Swift. The <br />1984 traffic levels have already been incorporated into recent <br />studies. Land use assumptions in the past have caused some <br />discrepancies. Basically there is no difference of opinion here <br />between staff that TJKM. Mr. Kinzel indicated that he agrees <br />with the staff report except for Item No. 6. The computer has <br />not been designed to show the volume to capacity ratios. <br />Commissioner Michelotti stated that in 1982 when Hacienda was <br />first being considered one of the items discussed would be <br />traffic computer to insure LOS and traffic counts including the <br />average daily trips would be available. She has served on the <br />Industrial General Plan and Compliance and Monitoring Committees <br />which looked very closely at traffic. They are very disappointed <br />that the information is not available on the traffic computer. <br />The project is now three years down the road and the computer's <br />ability to calculate LOS is down the road at least two years from <br />now. All efforts should be made to update the system in <br />comparing the actual counts of the park with the estimated counts <br />at the time of project approval. She indicated that only nine <br />intersections are being monitored at this time. Commissioner <br />Innes stated that Walnut Creek has the ability to do saturation <br />surveys. Mr. Kinzel indicated that Walnut Creek has the same <br />Multi Sonics system but the detectors are located differently. <br />Commissioner Innes felt very strongly that three years ago <br />assurance was given that traffic would be monitored on the <br />computer and as of this date this is not being done. He stated <br />he is very nervous about the 1500 vehicles/hour for lane capacity <br />in the Hacienda Business Park EIR being suggested to increase to <br />1800. If lane capacity is to be increased by 38%, there should <br />be agreement between staff and the traffic consultant. <br />A motion was made by Commissioner Michelotti, seconded by <br />Commissioner Innes that Traffic Assumptions be continued for <br />further input of staff, Caltrans and others to an undetermined <br />date. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Innes, Michelotti, WEllman <br />and Chairman Wilson <br />NOES: None <br />ABSENT: Commissioner Lindsey <br />ABSTAIN: None <br />COMMUNICATIONS <br />General Plan Review Meeting 9/9 & 9/24/85 <br />Mr. Swift stated that there will be a City Council/Planning <br />Commission workshop September 9 and September 24 for the purpose <br />of reviewing the recommendations of the General Plan review <br />Committee. Chairman Wilson asked that the date of September 24, <br />1985 be changed because he has a previous commitment at that <br />time. Commissioner Innes indicated he cannot make this date <br />- 11 - <br />
