Minutes Planning Commissioi August 14, 1985 A motion was made by Commissioner Wellman, seconded by Commissioner Hoyt that Case RZ-85-13 be recommended for approval as recommended in the staff report. ROLL CALL VOTE AYES: Commissioners Hoyt, Chairman Wilson NOES: None ABSENT: Commissioner Lindsey ABSTAIN: None Innes, Michelotti, Wellman and Resolution No. 2692 was entered and adopted recommending approval of Case RZ-85-13 as motioned. MATTERS FOR COMMISSION'S REVIEW Downtown Design Guidelines Roger Manning, 1078 Vintner Way, Chairman of the Downtown Subcommittee of the Chamber of Commerce, explained the workshops involved in coming up with the guidelines. Commissioner Innes asked if the Guidelines which they have received is the same printing previously done and asked if they incorporated the changes recommended. Mr. Manning indicated that the ordinance incorporates all of the changes. Martin Inderbitzen, 62 West Neal Street, Chairman of the Downtown Committee, urged approval of the ordinance. Some folks think it should be a guide, however, if it is to be effective, it must be regulated by ordinance. Encouragement should be given to developments such as that at 400-450 Main Street. A motion was made by Commissioner Innes, seconded by Commissioner Hoyt that an application be initiated to structure an ordinance to incorporate the Downtown design Guidelines. By the next meeting hopes to have a recommendation regarding the trip generation rate. TJKM and staff have been in contact with Caltrans regarding the Highway Capacity Manual.
