Minutes <br />Planning Commissioi <br />August 14, 1985 <br />A motion was made by Commissioner Wellman, seconded by <br />Commissioner Hoyt that Case RZ-85-13 be recommended for approval <br />as recommended in the staff report. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, <br />Chairman Wilson <br />NOES: None <br />ABSENT: Commissioner Lindsey <br />ABSTAIN: None <br />Innes, Michelotti, Wellman and <br />Resolution No. 2692 was entered and adopted recommending approval <br />of Case RZ-85-13 as motioned. <br />MATTERS FOR COMMISSION'S REVIEW <br />Downtown Design Guidelines <br />Roger Manning, 1078 Vintner Way, Chairman of the Downtown <br />Subcommittee of the Chamber of Commerce, explained the workshops <br />involved in coming up with the guidelines. <br />Commissioner Innes asked if the Guidelines which they have <br />received is the same printing previously done and asked if they <br />incorporated the changes recommended. Mr. Manning indicated that <br />the ordinance incorporates all of the changes. <br />Martin Inderbitzen, 62 West Neal Street, Chairman of the Downtown <br />Committee, urged approval of the ordinance. Some folks think it <br />should be a guide, however, if it is to be effective, it must be <br />regulated by ordinance. Encouragement should be given to <br />developments such as that at 400-450 Main Street. <br />A motion was made by Commissioner Innes, seconded by Commissioner <br />Hoyt that an application be initiated to structure an ordinance <br />to incorporate the Downtown design Guidelines. <br />ROLL CALL VOTE <br />AYES: Commissioners Hoyt, Innes, Michelotti, Wellman <br />and Chairman Wilson <br />NOES: None <br />ABSENT: Commissioner Lindsey <br />ABSTAIN: None <br />Traffic Assumptions <br />Mr. Swift gave a status report to the Planning Commission <br />regarding proposed Traffic Assumptions. By the next meeting <br />hopes to have a recommendation regarding the trip generation <br />rate. TJKM and staff have been in contact with Caltrans <br />regarding the Highway Capacity Manual.
