Minutes <br />Planning Commissio: <br />July 24, 1985 <br />ROLL CALL VOTE <br />AYES: Commissioners <br />NOES: Commissioners <br />ABSENT: None <br />ABSTAIN: None <br />Hoyt, Lindsey and Chairman Wilson <br />Innes and Wellman <br />Resolution No. 2674 was entered and adopted recommending approval <br />of PUD-81-30-29D as motioned. <br />UP-85-19, Prudential Insurance Company <br />Application of the Prudential Insurance Company for conditional <br />use permit approval to operate an interim heliport for private <br />use on a portion of an approximately 2.3 acre site located on the <br />southeast corner of Owens Drive and Chabot Drive. Zoning for the <br />property is IG (General Industrial) District. <br />Z-85-176,Prudential Insurance Company of America <br />Application of the Prudential Insurance Company for design review <br />approval to construct an interim heliport on a portion of an <br />approximately 2.3 acre site located on the southwest corner of <br />Owens Drive and Chabot Drive. Zoning for the property is IG <br />(General Industrial) District. (This item was continued from the <br />earlier Design Review Board hearing). <br />Mr. Swift announced that while no decision on Cases UP-85-19 and <br />Z-85-176 would be made this evening, staff would appreciate the <br />thoughts of the Commissioners regarding the applications in order <br />to address these issues in subsequent staff reports. <br />Commissioner Lindsey asked if the City would be able to control <br />the route the helicopters would take, expressing concern of <br />routes over homes. Mr. Swift stated that their proposal is not <br />to route over residential areas. Routes are controlled through <br />FAA and it is their intention to use the I-680I-580 Corridor. The <br />City could also regulate routes through the conditional use <br />permit process. <br />Commissioner Innes asked if staff has any knowledge as to whether <br />or not the services would be commercial or private. Mr. Swift <br />stated that staff is aware the use may be expanded either on the <br />temporary or permanent site. <br />Warren Sattler, Prudential Insurance Company, stated that at the <br />current time a helicopter can land anywhere in the park. They <br />would like to provide regularly scheduled flights for Hacienda <br />and Pleasanton. This will be the first and only approved service <br />for emergency use. Police and Fire Departments would benefit <br />from this use. He stated that the Director of Flight Safety is <br />here from SFO to answer questions. <br />Commisisoner Lindsey asked if there would be a shuttle service <br />from San Francisco and Oakland Airports. Mr. Sattler answered, <br />"not in the beginning." The heliport will be for private use and <br />will be approved for SFO or others to use for cargo such as <br />Federal Express.
