Minutes <br />Planning Commission <br />July 24, 1985 <br />stated that it was a personal situation concerning time <br />commitments, etc. <br />Bill Christianson, 7979 Hillsboro Court, President, Stoneridge <br />Homeowners Association, spoke in favor of the project. GEF <br />Financial has worked more closely with the homeowners of the area <br />than any other group of people. They have been most receptive to <br />the concerns of the neighborhood and have completely redesigned <br />the project to address those concerns. He urged the Planning <br />Commission to recommend approval of this project. <br />Commissioner Wellman asked how many homeowners worked with Mr. <br />Christiansen concerning this project. Mr. Christiansen explained <br />there were only four or five people in attendance at the meeting <br />when the matter was discussed with everyone in the neighborhood <br />and around him. <br />The public hearing was opened. <br />Chairman Wilson asked if the Fire Department had reviewed the <br />plans on the four story-building. Mr. Quaglia said they have and <br />required a 12-20' fire access around the building and access to <br />all windows with a ladder. <br />Commissioner Innes stated that he has met with the applicant on <br />the original design and the applicant has done everything <br />everyone commented on. He hoped that the applicant would <br />understand his vote. There is also a senior citizens complex <br />proposed in the downtown area. He felt this proposal is better <br />than those he has seen in Walnut Creek and Concord, but, <br />withregard to medical care facilities and other amenities for <br />aged people, he felt these matters should be commented on by the <br />Human Services Commission prior to Planning Commission <br />consideration. He then made a motion to continue this matter and <br />refer this matter back to the Human Services Commission. <br />Commissioner Lindsey seconded this motion. <br />Chairman Wilson asked when the Human Services Commission would <br />next meet. Mr. Swift stated he did not know the dates of their <br />meetings. <br />Keith Fraser, attorney, representing the applicant, suggested <br />that since this matter is referred to City Council it be <br />conditioned upon getting a report from the Human Services <br />Commission so that the City Council has such a report before <br />them. His clients are very anxious to get started on this <br />project. <br />Commissioner Wellman appreciated input from the Human Services <br />Commission but did not feel it was necessary to delay this <br />project for their decision. Commissioner Hoyt indicated he did <br />not have enough background on retirement facilities. <br />Commissioner Lindsey then withdrew his second to support <br />Commissioner Innes. He felt comfortable with the proposal and <br />the applicant has been very cooperative with the City. He felt <br />comfortable enough that the City Council could incorporate input <br />- 6 - <br />
