Minutes <br />Planning Commissio. <br />July 24, 1985 <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2671 was entered and adopted recommending approval <br />of Case RZ-85-7 as motioned. <br />PUD-85-9, GEF Financial Corporation <br />Application of GEF Financial Corporation for rezoning and <br />development plan approval to construct a two and three story, <br />132-unit retirement hotel complex on an approximately 2.5 acre <br />site located on the southeast corner of Foothill Road and <br />Stoneridge Drive. Zoning for the property is PUD (Planned Unit <br />Development)-Commercial Office District. <br />Mr. Quaglia presented the staff report recommending approval of <br />this project. Commissioner Lindsey asked if the Human Services <br />Commission has reviewed the project. Mr. Quaglia indicated that <br />they have met informally with the applicant who presented a <br />previously designed plan. The revised plan has not been seen by <br />them. <br />Commissioner Innes asked what the purpose of the right-of-way is <br />as described in Condition No. 8. Mr. Swift explained the <br />intention of that condition is to incorporate the sidewalks and <br />an additional 2 feet within the right of way. <br />The public hearing was opened. <br />Gian Ferri, Larkspur, stated that the building and landscape <br />architects are present. They are currently negotiating to bring <br />in a top notch management team for this facility. Their group <br />voluntarily went before the Human Service s Commission. He <br />understands that nothing has changed their opinion of the project <br />since that meeting date. <br />Chairman Wilson asked if when Mr. Ferri went before the Human <br />Services Commission it was at a regular meeting. Mr. Ferri <br />responded that they went before the Human Services Commission on <br />June 5, 1985 and the only changes they have made to the project <br />since that time are thhe site plan changes included with the <br />change for a four-story building. Chairman Wilson asked if the <br />Human Services Commission expressed any concerns. Mr. Ferri <br />indicated that he has not seen any written reports from them. <br />Commissioner Lindsey indicated that he talked to a member of the <br />Human Services Commission who supported the concept being <br />presented. Commissioner Innes stated that Dolores Bengtson <br />expressed four separate concerns to him involving amenities <br />provided. Commissioner Innes did not feel qualified to pass <br />approval on a project which include special amenities for seniors <br />without the recommendation of the Human Services Commission. He, <br />however, supported the concept of the project. Mr. Ferri stated <br />that he had met on June 6, June 13, and June 20 with the <br />homeowners association and have met their concerns. <br />Commissioner Innes then asked the effect on Mr. Ferri should <br />decision on approval of this project be delayed.
