Minutes <br />Planning Commissioi. <br />July 24, 1985 <br />Resolution No. 2678 was entered and adopted approving Case <br />UP-85-26 as motioned. <br />PUD-85-12, Sacramento Developers,Inc. <br />Application of Sacramento Developers, Inc. for PUD (Planned Unit <br />Development) zoning and development plan approval for a 56 unit <br />townhouse complex on an approximately 9.3 acre site bounded by <br />Stoneridge Drive to the north, Highway I-680 to the east and <br />Stonedale Drive to the west. Zoning for the property is PUD <br />(Planned Unit Development)-High Density Residential District. <br />Mr. Quaglia presented the staff report recommending approval. He <br />suggested that Conditions No. 4 and 10 be changed, and that <br />Condition No. 9 be deleted. Staff has concerns with the length <br />of the soundwall. The grade configuration is not known at this <br />time. Staff feels it would be appropriate to extend it further <br />in a southerly direction. Chairman Wilson indicated that the <br />Commission should then add Condition No. 16 requiring the <br />applicant to work with the staff concerning the location of the <br />soundwall. <br />Mr. Okamura indicated that the City is in the process of <br />preparing an Environmental Impact Statement for this with regard <br />to the interchange. It, will, however, not be completed until <br />December 1986. Commissioner Innes expressed concern with <br />requiring a soundwall when the EIS will not yet be completed. <br />Mr. Swift explained that without the on-ramp, the soundwall will <br />not be needed. However, the applicant prefers not to have a <br />clear view of the freeway. He suggested that an agreement be <br />entered into or the collection of inlieu fees be done to <br />accommodate this condition. He did not feel this to be an <br />insurmountable problem. <br />Chairman Wilson asked how long the wall would be. Mr. Quaglia <br />responded it will probably be between 800-900 feet. <br />Commissioner Wellman asked about Condition No. 8 and the <br />elimination of visitor parking spaces. Mr. Quaglia indicated <br />that staff did not wish to have an "auto row" created. The <br />spaces removed will be replaced with landscaping. <br />Greg Mix, 205-B Main Street, stated that Bill Morgan, one of the <br />owners, as well as Darryl Alexander and Richard Glenn were here <br />to address the Commission. Mr. Mix then presented the proposal <br />describing the project. <br />They have met with staff and the neighbors concerning this <br />project. They have not received any significant comments from <br />the neighbors. They will be providing a quality development. <br />They agree with the conditions recommended in the staff report <br />with two exceptions. <br />William Morgan, Sacramento Developers stated their concern deals <br />with the soundwall requirements and the sidewalk running through <br />the project. Caltrans does not plan to have anything done before <br />- 13 - <br />. . <br />
